I'd strongly vote for an 'escalation' model.

Series of small events, increase in scale, giant blobfest at the end perhaps.  Cyno jammers for everyone. Just say they cut a deal with Sansha

I presume, much like the Sansha events, that activity on the loyalist side will affect turn out for the Pirates. Some Sansha upliftings there were going poorly dramatically improved when TS-F arrived and warbled our way into the enemy. I do not know how the Angel or Serpentis events have fared with their loyalists, and the Guristas seemed to respond ok.

Edit ; Also, frankly, there isn't much reason to not include cyno jamming to stop hot drop shenanigans unless they specifically want it. Setting up illegal cynosural jammers can probably be the main way 'strong' pirate activity can be tracked by the Empires/CONCORD, giving anti-Pirates something to bite onto if they need it.

While I appreciate CCP's effort into making some kind of RP events and all, it wouldn't hurt them to actually give out more hints as to what's the backstory behind the sudden pirate activity, or involve people in it more, storywise (like the CCP live events about a year ago).

This way, so far it looks more like a CCP pvp event that is wearing a PF hat. I hope we'll get some more hints and involvement soon though, never lose hope.

As a pirate I would not really give a shit about the player response, since it is not them that we would be after.

This is true, I haven't noticed it in the IGS post itself, but the blooder storyline so far does seem to have a rather different style than the angel and guristas one had.
