Havo can certainly join I-RED in accordance to the following requirements:

• He must allow the removal of any Sansha-affiliated cybernetic augmentations under I-RED supervision
• He must accept JFR as his new lord and savior (step aside Papa Kuvakei)
• He will love the JFR; he will worship the JFR
• He must allow Kat to buttkiss him
• He must enter a psychological rehabilitation program under I-RED supervision

Only then may Havo join I-RED.
