The ways that I've treated it is as an extension of the Rogue Drone fear. Replacing the Capsuleer with a modified Drone system runs the risk of creating a Rogue Drone vessel, like those found in deadspace. In fact, I postulate that some botters ARE Capsuleer bodies which have been infested by Drone tech. Hence the WTF-Purging of the entire Capsuleer's existence.

Advanced Sansha's Nation slave implants. The implant - possibly implanted by the faction controlled by the current Kuvakei, perhaps by the rogue automatons from the first Nation - has replaced several partamof the brain. This means that cloning to a body without such implant is impossible. Running around as a True Slave is inacceptable. License and clone contract revoked. Pilot is not dead (banned characters still exist), but merely locked up indefinately for study.

Occasionnally errors happen. Such capsuleers are then after study returned to the community.
