The SNP have a very strong centralist ideology, taking powers away from the local councils, and creating new quangos, based in nationalist-voting areas, a reversal of previous Scottish Executive policies of distributing civil service jobs across the country. Taking powers away from local councils, and using it as a political weapon. Particularly against Labour-dominated local councils- e.g. Glasgow, Lanarkshire. They have historic socio-economic problems, relating to high unemployment/underemployment, and so, the services provided by local government are of much greater importance. The Council Tax freeze, directly attacks those services, and is used as a political weapon against the Labour party. Examples: Street cleansing/refuse uplifts. Used to be free uplifts, now there's 1 free uplift a year, of odd/large items such as beds, sofas. Because of council tax freeze, freezing the budgets of the council, and inflation, then there simply are not enough people and machines to be able to afford a free uplift of refuse. This reduction in services hurts the poorest people the most, and is used to score political points.
And yes, the SNP of past decades used to be called "The Tartan Tories".
