personally, i sincerely doubt they'll shrink 'highsec' ... though if what has been said by seagull is true, they're going to shrink the empires... and in their place have capsuleer & merc owned space and planets.

my guess is that they're simply making it so that everyone can reach the supposed 'endgame' aspect of owning their own little bit of space, no matter their choice of security level.

CONCORD and the empires are not one and the same.
