How strict is this? No discussion of piracy, for instance? Or moose walking on their front feet across roads? Obeying all laws in all the various countries the forum's users come from is impossible as one can't say for sure what's legal/illegal in various countries. Even if you know them all, it's nigh impossible to avoid. Discussion/debate on things like copyright, piracy, narcotics and so on... it's a common thing for almost any fora involving adults.

I have to admit, I don't truly understand this rule, nor whether it's strictly enforced or not.

Iirc discussing rules / laws is forbidden in some states  actually, so we better go hide now :(

The servers the forum's hosted on are on US soil, so technically content needs to conform to US law.  So, like.. no CP.  No death threats against the president (or anyone else for that matter, which I'm sure would be against at least one of the other rules anyway).  Not encouraging people to break their country's own laws is just a matter of courtesy :p

Between you and me, I wouldn't mind gettin' lifted off of funny homegrown while listening to Soundgarden mp3's I didn't pay for.

The spirit of that rule is more along the lines of bad stuff.  Don't kill people.  Don't conspire to kill people.  Don't attract the attention of Chris Hansen or Pedobear.  That sort of thing ;)

Aside from the 'let's not get Hav in trouble' aspect of rule 5, it's probably also wise to remember that, depending on your country, it's quite possible for your local law-enforcement to match your posts to your real-life ID.
