So, each planet of every Federal world has one planetary government, and in turn various smaller subdivisions that operate their own way of doing things. Naturally, with planets such as Caldari and Gallente Prime, I imagine many of these 'minor Federal states' are successors to the various independent nations that existed years prior

Unelvoivat Free State, Caldari Prime

History: Unelvoivat was unremarkably settled by wandering Deteaas nomads countless millennia ago. It only achieved its namesake after the establishment of the Unelvoivat house by the ruling family once the Raata Empire began to form, the arduous years for the people prior giving them no reason to name their settlement. As befitting to the Deteaas, Unelvoivat saw no need to engage in conflict as the K’vire did, and thus it mostly engaged in trade and diplomacy with its neighbours. Upon the arrival of the Gallenteans, the small state simply fell in line with the Caldari people as a whole, dutifully playing along to whatever tune the flock sung.

When Gallente-Caldari War erupted, Unelvoivat was one of the many targets in the systematic orbital bombardment by the Federation, the presence of a Caldari military base elevating it as a ‘somewhat important’ objective. The local troops quickly garrisoned themselves in the main city of Oranssiksi, thinking the Gallenteans would not be so callous as to indiscriminately destroy civilian settlements. They, however, underestimated the extent of the Gallente’s rage, and much of the age-old city was destroyed, quickly falling under occupation once the enemy troops landed.

The people of Unelvoivat, however, were known as loyal supporters of the Federation, for their quality of living was substantially elevated by the Gallente, particularly in the areas of climate control. Although they felt betrayed by the Federation, they quickly fell in line once the Ultra-Nationalist government offered to rebuild Oranssiksi and the surrounding area if they maintained their fealty (or simply left to fend for themselves once the majority of the Caldari had evacuated the planet). As such, the administrative capital follows the multi-tiered architectural styling of most modern Gallente megalopoli, sharply contrasting it to the more ad hoc, historical conglomerations of its neighbouring Unelvoviati cities.

The ethnic violence that erupted on Caldari Prime following the rise of Tibus Heth left Unelvoivat mostly untouched. With the Caldari as a majority in the region, unlike the rest of the planet, any racially-motivated attacks by the minority Gallente was deemed incredibly unwise, so everybody’s lives carried on as normal, with the occasional discussion of current affairs between citizens on the bus to work. Even with President Foiritan’s orders to segregate the Caldari expatriates from the Gallenteans, the status of the ethnic Caldari in Unelvoivat as Federal citizens meant that the whole episode simply breezed right over them, just becoming even more to mutter about as the individual went about their daily lives.

Once the invasion came, the local Federation Army garrison proceeded through Oranssiksi to the neighbouring city of Voumal. With the majority of the conquering forces focused on Tovil and Arcurio, and the initial drop force into Oranssiksi defeated, it was the hope of the defenders that a credible stand could be undertaken within Voumal once the State’s armies had turned their attention to Unelvoviat. The aesthetics of the city were very much historically Caldari, giving the impression to the local Federal military that Heth’s forces would be reluctant to be too aggressive in order to minimize any collateral damage to their own architecture. Their theory was never tested, however, as a very limited orbital bombardment of the area from the Caldari Navy cut off the Federal Army’s 215th ‘Unelvoivat Redoubt’ Regiment in either direction, making a retreat back into Oranssiksi impossible, and severely delaying the 215th’s ability to deploy into Voumal, buying enough time for the State forces to arrive in Unelvoivat once the main conquests of the planet was complete. The Federation was comprehensively defeated in the ensuing battle, though the losing forces were as sure to create as much damage to the city and take as many hostile Caldari down as possible with them.

Post-occupation, Unelvoivat citizens carry on with their lives as normal, albeit with less wealth and without their democratic voice, as is such for the rest of Caldari Prime. Even with repeated Gallentean notions of dying on one’s feet as opposed to living on one’s knees, it is unsurprising that in a country that neither demands nor forces any loyalty from its subjects, the people are content to live as if nothing has changed, even if they are by no means content with the new change of ownership. The low strategic value of Unelvoivat means that the primary occupation force is the Caldari Army, the underdog of the State’s military forces. They have so far proven adequate in keeping the resistance from establishing a foothold in the region, particularly in making sure that the local youth are not subject to such romantic ventures as the ‘battle against tyranny’.

The famed Luminaire General Seriphyn Inhonores, hero capsuleer of the Federation, was born and spent his first eleven years in Unelvoivat. Local municipal workers have been instructed by their superiors to remove any items of propaganda, such as nano-posters and graffiti, that contain images and caricatures of the young general encouraging the local populace to ‘Resist’ or ‘Live free or die’.

Though, you're learning the lessons well, and you control the public relations message. Perception is everything. Soter isn't much on appearances, and no doubt, he would become the John Adams to your Benjamin Franklin in the history books. :P

Seri's key to success is drawing media attention to himself with some "activities on the side". After all, all news spreads the name...

Soter merely understands that building such an identity can also be counterproductive. It creates expectations or biases against or towards you in negotiation or other interactions.

I am slightly twitchy at Seri's use of Finnish there... sure, the ingame Finnonese (see: Battletech Swedenese) is just mumble-jumble nonsense. There you've got "two men were walking on the street, and the middle one wagged his tail" style nonsense. (Dreaving-they-are Free State, Orange-to-become City?)
