Really? I have always assumed that was Foiritan as seen in his second term of office. Looks close enough to the older pictures of him imo.
There's even one in which, I have always assumed, he is on stage with Blaque during a debate. His hair is quite red in that shot, however, if it is meant to be him:

Edit: I would also have to ask why you think they would commission and release a portrait of Blaque (instead of Foiritan) around the same time (TEA release and associated chrons) as the portraits of Heth, Shakor, and Sarum.
If you discard the nose (roman vs. british), style and signs of age, there is a similarity between those images. It could be that Foiritan either changed his style on the second term and dropped the Intaki thing, he didn't have to worry about re-election after all, or that the artist wanted to tell something about the two political enemies.
In the image portraying people on stage, I have hard time seeing jingoistic Blaque dressing up as an old intaki in public, it would be just weird. Foiritan's long red hair and other Intaki characteristics are clearly recognizable, though, and I have always assumed he was talking to his own target audience, or perhaps in the Intaki assembly.
It could of course be that CCP just decided to change the President's looks for marketing reasons. The guy who I think is Blaque, looks more like what western people expect a statesman to look like, but perhaps that's exactly why I personally like the old Foiritan more - it breaks my expectations and forces me to re-evaluate how I perceive things.
