Some constructive things you may want to consider...

"Ensign" is the lowest officer rank, and in most militaries you either start as a rating or as an officer, depending on your education level. Most ensigns would be around late teens or earlier 20s. Did Arac climb the ranks of rating before reaching ensign? He might be quite old by this point. Of course, Caldari do things VERY differently to any RL militaries, such as being "accepted" into the Caldari Army at 12 (Under the Sea, the City). So you can easily wave dramatic license around in that regard.

Again, this is completely conjecture and nobody knows how the Caldari would react in this regard, but having tattoos is often seen as unbecoming of officers. Tattoos are individiualistic and vain, not sure if that's something the Caldari would encourage from what we know of them, as everyone has to be "in line". But I could be completely wrong, or maybe Arac acquired the tattoos when he wasn't at officer rank.

Unlikely, considering Caldari culture. Remember, it's "meritocracy", which means the most ruthless, efficient, and capable get to the top. Buying a position, so to speak, might be more common in the corporate police forces, but still, even those are very, very competitive (at least, according to the Chrons).

As for tattoos, both the character generator and some of the fiction pictures have lots of Caldari with tattoos, mostly stars and such (which likely means the same thing to them as it would to us - a patriotic theme). Considering that many military forces today aren't exactly "strict" about tattoos, it's unlikely the Caldari would deny exceptional candidates promotion for such a trivial matter.

Also, if anything I would think people might get a rank through more direct nepotism than actual rank buying. Your mom/uncle/etc. has connections and they pull strings to get you a rank, rather than paying for it outright.
