Extent of Federal/Ishukone collaboration

So, there have been news items on how Ishukone have been accused by the Provists for collaborating with Gallente agents...and then there's Blind Auction, which is a beautiful piece on political dealings between the two.

Another interesting thing I found was from the Caldari Epic Arc. The Federation Navy operate detention facilities in Black Rise, where there are oh-so-evil and rape the women etc, but they have seperate holding facilitie for the Big Eight and the Caldari Navy. CNAV, KAL, ISH, SUV, HYA, CBD, NOH, LAI, WIY.

The ISH, or Ishukone, prison facility is empty, which leads the mission agent to say...

The empty Ishukone facility you discovered is the strongest proof yet that there is something going on here. I‟m beginning to see it in a new light, too. I hate to say it, but my suspicion is that Ishukone
has some kind of prisoner exchange program with the Federation. It‟s the only explanation for everything I‟ve seen so far.


Thought it was interesting, seem Fed/Ishukone really are getting up to a whole bunch of stuff together...is Reppola simply following in the footsteps of Otro or...? Lots of RP opportunities available here, but of course, it'll all to be secret RP...

Personally, I like sekrit RP in general. The only problem I have is finding ways to work with others on it... So as not to go off on a tangent, though, I didn't realize the Fed has facilities in Black Rise. I thought it was nominally Caldari space?

When Ishukone made an agreement with the Federation, in the Intaki system, during a state of open war between the State and the Feds, that was the watershed moment. It's why I-RED and Moira were able to have an 'agreement of cooperation and amity'. It's why that prison facility was empty.

Well, the empires operate in each other's deadspace areas and that, the same way pirates do...the description of the detention facility is how one of its operations is to also send forces deeper into the State. the RL equivalent would be submarine forces, who are all deployed in secret locations carrying out black ops, and only the captain and navigator know where they actually are...

So, the answer is they operate 'secret' detention facilities. The "high moral standards" or w/e of the Federation don't apply here in the treatment of their prisoners, because it's not in Federation space, at least that's how I interpret the cheap attempt to paint the Gallente oh-so-evil lol.

But yeah the overall vibe is that Black Rise is a war zone, so says the Caldari mission agents

Hopefully, it will put things in context.

I can do this now, as Strix is dead.

Project Prometheus:

Project Prometheus is the codename of the Federal Intelligence Office black project which resulted in the formation of the Private Military Corporation now known as Strix Armaments and Defence. The project was seen as a necessary development by certain circles within the Federal Military and Intelligence community given the steady reduction in defense spending under the Foiritain Administration combined with the rise of the capsuleer.

Project Prometheus' stated aim was the creation of a capsuleer corporate entity under the auspices of the Federal Intelligence Office that would be capable of both advancing and protecting the interests of the Gallente Federation at home and abroad; provide access to non-government capsuleer assets; provide access to a non-government conventional military; provide training and liason for Federal agencies; conduct beyond sanction operations in the Caldari State, Amarr Empire and Minmatar Republic in pursuit of Federal interests; conduct sanctioned government action; conduct research and development in fields pertinent to national defense and interests; and to provide access to advanced technologies, especially those of the Caldari State and Amarr Empire.

The Project Prometheus white-paper was originally drafted by the Deschard-Hallien Group, an FIO sponsored think tank based in Eglennaert in YC 105.

Formation of Strix Armaments and Defence:

Strix Armaments and Defence was formed as a direct result of an amended version of the Project Prometheus white-paper. Amassing the necessary funding in order to fully realize the Prometheus Project proved difficult given the political climate under the Foiritain Administration which advocated a reduction in Military expenditure given the state of relative peace the Federation enjoyed at the time. The inability to secure the necessary funding from the FIO budget led the Project Director to seek the requisite funds via the civilian sector.

Five men were chosen and approached whom agreed to provide the initial funds to create the corporation to be known as Strix Armaments and Defence. Their backgrounds as industrialists, armaments manufacturers and bankers was seen as beneficial by the project managers of Prometheus in providing guidance and experience in corporate affairs as well as providing access to an extensive network of contacts both within the Federation and abroad. More importantly, the men chosen were deemed as having their interests most closely aligned with the aims of Prometheus through their businesses, political affiliations, familial connections and world view. Together with the Project Director they would become the shareholders of Strix Armaments and Defence. Strix Armaments and Defence was not publicly listed so as to reduce public transparency, ensure effective control of operations by initial shareholders, ensure the anonymity of the shareholders, and to facilitate black book funding by the FIO.

The policies of the Foiritain Administration had created a significant cadre of now retired and discharged Marine and Naval Officers, FIO operatives and agents, and Customs officials now seeking new employment. These men ad women were brought onto the project not only for their talents and abilities in a variety of fields but also to ensure that deviation from the corporation's aims was kept to a minimum. Placed in various command and management positions Strix Armaments and Defence would be unable to function without them. They would provide a suitable bulwark against any capsuleer Executive whom would seek to lead Strix Armaments and Defence outside the framework of Prometheus. Should it be deemed necessary by the shareholders they would affect the internal destruction and termination of Strix Armaments and Defence should the corporation be compromised.

In YC 109, the initial capsuleer Executives were selected and placed in command of Strix Armaments and Defence.

Strix Armaments and Defence as a Corporate Entity:

Strix Armaments and Defence is the corporate front of Project Prometheus. As a corporate entity Strix Armaments and Defence is able to pursue and advance the interests of the Federation without the usual restraints placed upon Federal agencies. Strix Armaments and Defence  can meet threats and undertake actions Federal agencies are either unequipped or unable to do so themselves. However, as a private corporation Strix Armaments and Defence and its actions cannot be directly linked to the Federal government or its agencies.

Strix Armaments and Defence remains an FIO project, but through effective Public Relations, information control, as well as maintaining a strict corporate facade both in form and function its additional status as Project Prometheus can remain unknown to the public at large.

Strix Armaments and Defence as a Private Military Corporation:

Strix Armaments and Defence's role, function and stated aim as a Private Military Corporation allows it to operate both capsuleer space-based and conventional ground based military assets outside of the traditional purview of the Federal government. These assets can be mobilized and deployed in circumstances where the Federal government would otherwise be unable to act or as a direct augmentation of Federal military forces.

The role and functions of the Private Military subsidiaries Strix Armaments and Defence operate include:

-Access to third-party Capsuleer grade assets:

-Access to third-party conventional military forces.

-Support of the Federal government and its agencies.

-Training and liaison with Federal agencies.

-Support of friendly governments and their agencies.

-Support of foreign insurgencies, insurrections and revolutions in the interests of the Federation.

-Suppression and destruction of the enemies of the Federation during times of war.

-Suppression and destruction of domestic insurgencies, insurrections and revolutions in the interests of the Federation.

-Suppression and destruction of criminal activities within the Federation.

-Intelligence gathering both within and without the Federation.

-Espionage at both a corporate and government level in the interests of the Federation.

Strix Armaments and Defence as an Armaments Manufacturer:

Strix Armaments and Defence operates additional armaments and ship-building manufacturing subsidiaries along with associated research and development firms. These subsidiaries not only serve to provide Strix Armaments and Defence with an industrial base to support the ventures of the Private Military Division they also allow Strix Armaments and Defence to pursue policy where the deployment of military force would be unfeasible or unnecessary.

The role and functions of the Armaments and R&D subsidiaries Strix Armaments and Defence operate include:

-The manufacture and supply of military materiel for internal use by Strix Armaments and Defence.

-The manufacture and supply of military materiel for use by allied and friendly organizations.

-Logistical support and movement of supplies for military operations.

-Research and Development into emergent fields of weapons and systems technology and design.

-Research and Development in the fields of neuroscience, human genetics, infomorph psychology, neuro-pharmaceuticals, nano-biology, cybernetics, and artificial intelligence.

Isn't Blaque still running the Black Eagles? Just that the Big Boss both has different tasks for the SDII, plus likely meddles a whole lot more, instead of letting the Black Eagles have much autonomy as in Foiritain times.

...also worth to note that "The FIO  answers directly to the President and its works are shrouded in secrecy and covert operations. It is believed to operate an extensive spy network that is only rivaled by the Jovians."

SDII is just the internal investigations part. FIO has its agents everywhere. Plus, it is not that much the Federation's secret police - it is the President's secret police. Sure, it works with the navy as well as many unknown parties, but ultimately, it is controlled by the President and is responsible to explain its doings only by the President. I assume the old robber baron currently in office in Ladistier has a lot more use for the FIO than Foiritain.

The Ishukone prison is empty because Ishukone worked a out a prisoner exchange program with the federation.  That's hardly collaboration.

Mmm, that's really good stuff there Zag...I might need to adjust my plans a bit so it doesn't overlap completely lol.

And yeah, Blaque is still head of SDII, but no longer Head of Senate.

Perhaps, but there are also accusations abound of Ishukone working with the FIO abound etc. The whole underhanded dirty dealings is seeded everywhere with Gallente/Caldari. NOH working with the criminal underworld, whereas Ishukone works with the Gallente instead.

I suppose the Federation handing Ishukone a big pile of money to purchase Intaki secretly isn't all secretive and underhanded too, no?  :P

The thing is they are not underhanded dirty dealings, Ishukone/Federal dealings contrary to the political interest of mainly KK.  Is it contrary to other corporate interest?  Sure, but it depends on how you look at.  For example, for Lai Dai, Ishukone investing in the Federal market means Ishukone is likely to give up market share elsewhere (like the State or Kingdom), potential to the benefit of Lai Dai or its interest.

We also are guessing that the money used to "protect" Intaki was actually the Federal government's funds.  It may have been another benefactor with lots of wealth and an interest in protecting Intaki.  The references are to "official budget."  It is a good guess, but doesn't rule out other possibilities.

Regardless, they are not underhanded/dirty, they are Ishukone doing what is best for Ishukone and what it thinks is best for the State.

Alright done. Took awhile trying to find the links.

Strix Armaments and Defence was and always had been an FIO corporate front for a variety of black ops activities and projects related to the advancement of Federal interests outside the scope and knowledge of the Federal government itself that fell under its FIO proviso as Project Prometheus. Soon after the events of June 10 YC 110, President Foiritain creates the SDII [1],[2] an FIO division granted wide-ranging powers to ensure Federal security and places traditional rival, Mentas Blaque as its head. Strix Armaments and Defence along with Project Prometheus was transferred to SDII command on 15 December YC 110 upon Zag being chosen as both Strix CEO and Prometheus Project Director by the stakeholders.

Soon after the promotion of Zag, Strix began to halt its defensive operations of Federal territory in the designated zones of the CONCORD Emergency War Powers Act as the STPRO began their offensive and occupied Federal territory; resulting in the complete occupation of all Federal systems under the CONCORD EWPA on 5 June YC 111 with the fall of Mercomesier [1]. The direct result of the State occupation was a complete collapse in the faith of the Foiritain Administration to manage the war. This, combined with Foiritain's attempt to nationalize the Federal Military-Industrial complex [1] and the response by the Federal Military-Industrial complex to said order [1][2] leads to President Foiritain stepping down [1] and fresh elections being called [1]. Mentas Blaque, head of the SDII and Jacus Roden also have a chat [1].

The destruction of a research facility belonging to former Ishukone and now Strix subsidiary, Lokikamo Innova, [1] leads to a sequence of events such as the endorsement of Candidate Jacus Roden for President [1] and eventually the revelation of Ishukone investment in Strix [1] followed by the confiscation of said by investment by the SDII and later acquisition by Roden Shipyards [1].

Then Strix declares unrestricted corporate warfare on Ishukone based on the 'findings' of the Lokikamo Innova report [1]. Which then draws Strix and the Villore Accords into direct conflict with I-RED [1]. The Intaki Assembly must have taken exception to the violence in their skies and soon after call for an FDU ceasefire against Ishukone assets in the Intaki system and turn back the Federal Navy at Agoze [1]. The continued advances by the FDU then cause the Megas some grief at the status of their development rights purchased from the Provists.[1]

Ishukone and President Roden then hold talks [1] and Mentas Blaque resigns from the Senate to serve as head of the FIO [1]. A few months later, Strix Armaments and Defence is dissolved by Roden Shipyards [1] and its Chief Executive Officer and his wife are executed for treason by the SDII [1].

Now, that's my brief summary of events regarding all the shenanigans Strix has been up to for the past two years and the insanity of it is already giving me a headache so forgive me for not elaborating. What I've supposed is that there is a great deal of behind the scenes machinations involving President Jacus Roden, Mentas Blaque, the FIO/SDII and Ishukone Corporation. This is a war that is being fought in the shadows and in the boardrooms of the State. Jacus Roden is a businessman, not a General, so he would no doubt take his fight to Tibus Heth and the Provist Regime in the method he knows best - via corporate realpolitik. It's a war fought with back-room deals and hard diplomacy, the manipulation and manufacturing of events, perception management and no little bit of help from the FIO.

I think though there is an intersection of interests between Ishukone and President Roden. Both don't want to see State Executor Heth and the Provists in power because they're bad for business. There's a mutual interest for both of them by allying. Ishukone can count on a degree of Federal assistance and Roden receives an inroad into the State to strike at Heth. It can be assumed by the fact that Ishukone alone out of all the Megas has its development rights to Intaki secured does point to a high degree of collusion between not only the Intaki Assembly but with Roden. A masterstroke really. Roden could theoretically roll Ishukone out of Intaki by ordering the Navy in - but he's got an acceptable excuse: He's respecting the rights of the Intaki Assembly to manage their affairs.

A strong Ishukone provides a bulwark in the State against Tibus Heth and the Provists. A strong Ishukone has the political capital to move against Heth and KK. Ishukone, with some help from Roden no doubt, is in an increasingly superior position in the State. Unlike the other Megas they did not lose out in Heth's blind auction of occupied systems and their subsequent retaking by the FDU. Hell, they probably got Intaki - one of the richest systems in Placid -  for free thanks to Roden. They invested little and are no doubt turning a healthy profit of their development of Intaki.

As to what Roden's plan may be? Increase the internal friction within the State between the Megas against the Heth, the Provists and the Patriot bloc of KK, Lai Dai and Wyirkomi - and use Ishukone to facilitate that. He's dangled the carrot in front of the Megas by inviting Ishukone over and negotiating over easing Federal restrictions of the Megas to do business in the Federation. It's a large market, the Federation, and after losing out because of Heth and his auction it no doubt sounds appealing - if only Heth and the Provists weren't in the picture.

Of course, it may already be occuring with Heth chasing shadows. Looks like investor confidence is at an all time low in Heth and KK.

As for Black Rise? It's KK, Lai Dai and Wyirkomi's flagship investment. Imagine the effects of losing Black Rise along with the development rights to the Patriot Bloc when combined with the machinations of Roden and Ishukone.

Although, it might all be purely speculative and coincidence on my part.

Or maybe I'm just nuts and its not all one big Roden conspiracy. *puts on tinfoil hat*
