I remember the original reasons why they were locked from public view.
But i suspect a reason they are underused is also due to that.
People actually have to log in to see the posts whereas they can just check recent posts on the boards in general without logging in.
Maybe to encourage use you can make them like the rest of backstage?

I actually opened a thread on the mod forums about what to do with them when I was still on the mod team. I'll repeat that suggestion here: I recommend them being closed aside from the newsboard (as it does get used). The same goes for the Dust forums (with Dust char bios moved to the EVE one, and then the EVE ones perhaps renamed to be game-neutral). These forums are either no longer or used or were barely used to begin with (and no, I do not believe it has anything to do with 'not being logged in' with regards to the IC ones). Plus, they clutter the board's layout.
