Comrade was in use long before the Soviets started using it. Doesn't seem out of place to me. The only thing that bugs me about CCP's language with regard to Amarr is the occasional use of the non-word coronated. It's crowned at a coronation, not coronated.

hmm, I always thought it was substitute for mister, missus, madame, sir, etc. (social status titles) by socialists. That's why I found term comrade during public speech directed to basically everyone in feudal society ... well I found it strange. Never saw comrade used in any eve related chronicle or book too by amarr characters.

Can Lord be called comrade by a commoner, can a Royal Heir be called a comrade by a regular cyber knight, what about Royal Heir calling the Empress comrade?

Well, it's not unusual for monastics to call each other brother and sister. Comrade could be a useful gender neutral substitute. And, as I understand, this was a cardinal addressing a group of faithful capsuleers. So, perhaps a case of  speaking to people of similar status?

I would imagine a lord can be called comrade by a commoner if given leave to do so. I know it's fictional but consider Shakespear's "We few. We happy few. We band of brothers." That speech is being directed at a mixed crowd of nobility and common soldiers, by a king.
