As I understand it, dead characters are gone for good. Killing one off means a total reset of that slot in your account.

In the case of the character in question here, I suspect (but don't know for certain) that not much time was invested into training skills as he existed primarily for RP purposes.

Dead characters are transferred into Doomheim corporation [666], where they will be unavailable. Technically reviving a dead character is possible, but needs a damn good reason.

In character, dead character is dead. Unless you hand wave that the character's DNA and earlier mind state have been backed up. (There are some hints in the game that the "cloning accident" mentioned in the character dead mail for the corp is no accident.) Naturally, ignoring the game, we've seen some "dead" characters who, in fact, have retired from capsuleering.

iirc, it's the corp that biomassed characters go to

It's where biomassed characters go, as a graveyard.

In the event you find a link to a biomassed character, it will show them in doomheim

In the extreme case a character has to be remade by a dev or GM, it's data can be pulled from doomheim.

Its a safety measure to make sure that if, for example, your account intfo falls into the wrong peoples hand and they biomass your beloved toon you can get it back
