Yeah, I think my point is mostly about how something like:

the Ministry of War and the Amarr Navy have agents watching the enemies of Today.

The MIO and the Theology Council have agents watching the enemies of Tomorrow.

If that makes sense ?

I saw it more that the Ministry of War and Amarr Navy have external agents, with the Ministry moreso in the areas of espionage with the Amarr Navy covering military intelligence, whereas the MIO and Theology Council are more secret polices within the inside of the Empire.
