No, they're Sansha Forlorn Dens. Not Incursion sites, standard Centum NPC's.

I meant as some kind of hidden feature (bug). With how rapid some Incursions get complete, I would think there'd be some Sansha bases left over that aren't cleaned out just yet. It'd add some scenic value to the post-war constellations.

Except that constellation has not had an incursion. And those plexes spawn one per system, in an almost planned manner.

I can't look back at the IGS thread but IIRC you said that the anomaly was found in Serp space, right?

There was also a deal a while back where you found Sansha rats in a serp mission (or vice versa) and it turned out that it had been noticed before and Dropbear had said that it had no fluff behind it, just there for balancing the rats or something.

Anyhow, that's the first thing that came to mind, that it may not actually have any story significance.

Cosmic anomalies are something quite different from rats in missions, wouldn't you say?

Yes and no, so... maybe? I gerally look at running anomolies as being like running missions and gambling - rather than knowing exactly what you'll get every time, you roll the dice. It's still just a buncha rats to kill.

Just offering a possible explanation that doesn't include cool/random/terrible wrenching of the PF or a bug.

That said, one per system seems strange. *queue music from the twilight zone*
