As for the CQ being Minmatar by design, I never realized that was the case. I figured it was a spartan design utilized to more accurately reflect living quarters on a space station.

Oh, I bloody knew that would happen, damn you CCP >_<

(though I might add the Gallente have the habit of emulating planetary environments on their stations)

Hmm the real question is, will CCP make the other three, My guese is yes however the fact they havent yet   tells me that Incarna was incomplete.

To be honest though, RPing with Avatars may seem apealing at first, but their are so many tenchnological barriers it could be somwhat awkward.

However i will watch how this unfolds over the next few expansions

CCP Manifest posted that they'd release the other three as quickly after Incarna 1.0 as possible. For whatever that's worth.

If I get in Eve at a point before the rest of the CQ designs are released, I am certainly not RPing as if they are new or that it's not Gallente.  Because I took the idea and ran with it long before, because no PF is attached to them that contradicts how I ran with it, and because to do otherwise defies suspension of disbelief.

Suspension of disbelief is the key thing. Just because the game does things that make no in-character sense doesn't mean I should do things that make no in-character sense. This is not always avoidable (broken FacWar stuff...) but one does the best they can.

Is it legitimate for others to do it?  At the risk of being accused of /sip-ing it depends on what it is and whether they're trying to push their interpretation onto you, since we all know that disolves into IC-veiled accusations of "your character is an idiot for not being able to see/you're doing it wrong, player".

Welcome back.

On the bright side we might see fewer of the dock/undock shenanigans in pvp

There is the potential for players to literally ignore stations outside of needing to access a station hangar for skillbooks & medical clones.  In theory, a corporation / alliance could take up the position of living out of Starbases to include Labs, Corp Hangars, Manufacturing Arrays, etc.  Those living in wormhole space already do this to some extent.  It might be possible to even avoid them for skillbooks & medical clones if someone started to offer delivery to in-space locations on a contractual basis.

That "Greed Is Good" newsletter also floated making you pay for them.  I know it was "brainstorming", but I really hope that it isn't a serious consideration.
