I wouldn't be surprised if the Serpentis were still behind it.  After all they are on the opposite side of the table from Sansha.  Perhaps they're trying to deny resources to their rivals?

When every Sansha implant is custom designed to the recipient, its insulting to compare it to Wal-Mart... or probably its EVE equivilant, Rapid Assembly.

But yes... is anyone going to have their character have a wakeup experiance from this news article, or (the easy way) just dismiss it entirely as Nation's fault? I do have some inspiration from this all, however...
