Never said that they all were. There's absolutely no rule that they have to be capsuleers, that'd be rather silly. But any heir that is a capsuleer, does not get clones (unless they're cheating scumbags, like Jamyl and Khanid).

One very good example of royalty being a capsuleer in the Amarr Empire is the now-deceased Jamyl Sarum.

But a capsuleer just reanimates in their next clone, how could she be deceased? Did they terminate her entire line?

Heirs are not allowed to clone. Whether they're a capsuleer or not is entirely irrelevant. It's against Amarrian law.

Morwen's Law:
1) The number of capsuleer women who are bisexual is greater than the number who are lesbian.
2) Most of the former group appear lesbian due to a lack of suitable male partners to go around.
3) The lack of suitable male partners can be summed up in most cases thusly: interested, worth the air they breathe, available; pick two.

Oh, that makes that special kinda Amarr sense.

She resurrected already, once, prior to the events of the Empyrean Age novel.

The second time she got podded she was shot at by Drifters, who had probably also shut down the neural burner tech that allowed for consciousness transfer. That or she didn't activate that tech to keep in line with tradition.

More like we don't know whether the Drifters disrupted the machinery or not. We only know that Jamyl didn't come back *this* time. No idea if CCP suddenly decides to bring her back though.

No, we know she didn't have the TEBS installed.

Same as, supposedly, none of the Heirs did the last time the Succession Trials happened and they all offed themselves during the coronation ceremony.

Yep. There's the religious angle, but then there's also this: you probably don't want to get permanently stuck with just one emperor, endlessly recycled. The Empire's close enough to being a gerontocracy as it is.
