If I +1 a post on the IGS, it's almost guaranteed to be IC.

Things that would make Morwen laugh, or would be something she would respond to with "I couldn't have said it better", tend to get +1s.

Does this mean she +1s Sansha loyalists sometimes? Sure. But those posts'll never be a "rah rah Nation is awesome ermagerd" kind of post.

Most of the time ICly. Some are just too good and receive the like even if Seph wouldn't give it, but those are very rare, and rarer each day as I understand Seph better and know what he likes or doesn't.
