Federal Consensus Outreach

About a week ago, Coriault Business Annex, Reclamation Technologies and Gallente Independent Progressive Alternative formed a Federation aligned role-playing alliance, Federal Consensus Outreach, FCO.

We felt that an alliance would be a good way to fight the fragmentation of the Gallente role-playing scene and make it easier for corporations with widely varying interests to work together and advance common goals.

FCO alliance works as a democracy and its mission and charter can be found from below. As we are still working on the details, we would appreciate any comments, ideas and insights on where to go and what to avoid with this endeavour.


Mission:
Federal Consensus Outreach strives to advance the principles of individual freedom, civil society and free enterprice across the cluster.


Outline of the democratic decision making process in the Alliance:

The Representative Council:
-The members of this body will be elected using closed lists of three candidates.
-An eligible list must have candidates from at least two corporations.
-A popular vote from across the Alliance decides the order between the lists.
-The Council will be formed out of the candidates on the lists in order.
-The number of Councilors is three or one for every 15 persons within the Alliance, whichever is more.
-Members of this body serve a two month term.

The Executive Council:
-This body will be comprised of the CEO of each member corporation or their designate.
-Members of this body serve at the leisure of their individual corporate leadership and have no term limitation.

The Decisions:
-Each Councilor will have one vote.
-Decisions of both Councils are decided by simple majority.
-The Councillors have the right to propose bills.
-To become effective, a bill must to be passed by both Councils

The Chancellor:
-Any eligible candidate may stand for the position of Chancellor.
-There is no limit to the number of candidates that may stand for this position.
-All candidates that apply must be approved by the Executive Council.
-Candidates who are approved by the Executive Council will be elected by popular vote from vote from across the alliance.
-The Chancellor is elected for a six month term.

Special Considerations:
-Any elected member from the Council including the Chancellor may be removed from their office at any time by vote of the Executive Council.

Topics to consider:

War declaration methods
Sovereignty claims
Standings
Alliance-wide rules of engagement policy

1) Consider how your alliance will treat putting out going war decs. While you are a democracy, consider PVP/PVE differences in your user groups. PVE players may not be attracted to the idea of regular wardeccing (as the aggressor).

2) Consider if your alliance will have any interest in sovereignty matters in Nullsec. This has varying levels of complexity, as taking Sov for NPCs seems to have never impacted the world.

3) Consider how you will manage your standings, in whether each corporation maintains their own list or there is the blanket alliance standings list. Most organizations are used to deferring to the alliance itself, as corporations become less important politically than the alliance. I run into this issue in particular with my own alliance a lot, as corporations maintain their own allies/enemies lists.

4) Much like point #3, consider if each corporation will maintain their own ROE or defer to the alliance's blanket one.

Can you detail the Representative Council a bit more?

For example, if you have 45-characters/players in your alliance, the RC has 3 members.   How are the RC's members chosen?  Are you going to have voting blocks, based on corp, tz, etc?

All the non-CEO capsuleers in the alliance the can set up these lists of three members. With the 'one list, several corps' rule we wanted to encourage co-operation, ensure that no single corporation can completely dominate the RC and place more emphasis on the issues and ideas represented by the lists. Tying the lists to the voter blocs, parties or special interests might be a good way to go.

A capsuleer member of the alliance can vote for any list. In practice the elections will probably be conducted as a forum poll. The order of the candidates on the lists is fixed - so if the RC has for instance 4 seats, then the most popular list in its entirety and the first candidate of the second list will be chosen to sit in the RC.

The 'one councillor, one vote' rule excludes CEO's from the RC, and also means that if the same candidate is on the first list and also happens to be the first member on the second list in the previous example, then the second candidate of the second list will be chosen to sit in the council.

No other rules are in place and the amount of intrigue and role-play involved is really up to the players.
