I like that this shows the tension in the Federation between the 'Federation' and how much latitude member states are given to operate as they'd like.

I missed this somehow and am glad you brought it forward.  I am glad they brought this out, also.  Most folks don't understand that the 'Federation' isn't a monolithic block, it is a Federated Union of many constituent states, from multi-planet to city-states.
