Besides ad-hoc gming, can someone suggest a good basic pen and paper system transferrable to this sort of RP to the extent I'd want to provide some more structure?

World of Darkness. It's simple, easy to understand, and focused on non-combat stuff.

GURPS would provide more structure, while WoD would allow you to be a bit more arbitrary as storyteller. Both are pretty straightforward, more so than the systems I have been working with recently.

FATE also deserved a mention as a possibility.  Maybe even Fiasco, though that's meant as a GM-less game.  But it could be an interesting system to use (somewhat more focused on the 'things go wrong in a hilarious way')!

Or Dark Heresy for even more lost limbs and guns spontaneously turning into frag grenades and a series of escalating events leading to a big boom.
