Notable Earlier ActivityFirst notable appearances of Vincent Pryce are during his employment under Andreus Ixiris in Mixed Metaphor. The corporation was at the time enlisted in the Gallente Federation militia. He began to surface as a personality on the IGS and sometime after during his time on the warzone he began to show recklessness in his flight habits. Vincent left the Federation after the public execution of Admiral Eturrer. Records indicate he had grown disillusioned with the Federation by the event. He briefly joined Heretic Army where he started to engage in piracy under the command of MirrorGod. He also started to show signs of a mental breakdown at this time, an incident that lead to the death of several bystanders and the death of four FIO operatives and one RSS agent.
Early Involvement With The Angel CartelVincent Pryce proved to be the ideal Angel Cartel recruit. Disillusioned with the Federation, without aim and the tendency for violence. He was introduced to the Angel Cartel aligned capsuleer corporation Ghost Festival lead by Myrhial Arkenath. There is still several outstanding charges levied against him for murder, drug and human trafficking from this time.
Time with the Guristas PiratesDuring the Angel-Guristas joint operation in the Goinard system Vincent Pryce started to neglect his duties with the Cartel, as sources report having a personal crisis about business of human trafficking. Pryce had grown friendly with the Veto Corp CEO Ethan Verone, another wanted criminal in the DED databse. Their apparent friendship lead to Pryce leaving the Cartel in favour of the Guristas to work in the business of black market weapons and technology.
DED records show that his mental instability had subsided, there are several surveillance files indicating that Pryce was treated by Toma Einmoch, the chief medical officer of Veto Corp. With the lack of violent outbursts in public, DED considers this a good thing.
The re-emergence of Sansha's Nation and the return of Sansha Kuvakei himself was a catalyst to his departure. Ethan Verone's decision to stand with the Nation instead of picking up arms and fighting the threat lead to Pryce's departure from Veto Corp and the Guristas. There is reference made in some intel reports that this decision is highly related to his past in the Federal Navy Academy but this records remains sealed.*
Return to the Angel CartelAt the time the only faction to not be affected by the Nation was the Angel Cartel. Which we suspect was a factor in his return to the Angel Cartel. This time he was offered a position of power within the Cartel, an unexpected move on the Cartels part. Pryce originally operated in the Molden Heath region with his corporation but later moved to Curse to work alongside his former employer Myrhial Arkenath. He enlisted his corporation with the Angel aligned alliance Naraka. and eventually rose to the rank of co-executor. It is to be noted that during this time his non-capsuleer forces and contract forces only assaulted military installations opposing the Cartel. During this time with the Cartel his stance from begrudging co-operation with the Cartel turned into full fledged loyalty. Our infiltrators in Curse have him on record many times discussing about building the Cartel in to a recognized sovereign nation.
The Angel Cartel contracted Damnation Angels briefly to the STPRO, before Pryce was captured. Details of this contract are unknown as are the intentions. However soon after the contract was formalized Vincent Pryce was captured and delivered to the Gallente Federation for his crimes against the Federation and it's people.
DED has launched a formal investigation why we were blocked from the proceedings and hearings on high levels of authority.
CaptureDetails of the convicts capture are murky at best. He was delivered to FIO in force chains. FIO refuses to comment on the capture of Vincent Pryce. Speculations about the parties involved in detaining Pryce range far and wide. Some sources credit it to be FIO and Internal Security department of the Nugoeihuvi mega corporation. Some suspect that his former employees the Guristas were involved as well. there has also been rumors that he was betrayed by one of the people closest to him for personal gain. DED finds all of the scenarios plausible. Pryce was detained in Olettiers Maximum Security Prison Colony in solitary confinement.
Escape from Olettiers Maximum Security Prison ColonyIn October 17th YC113 the facility where the fugitive was held was assaulted on two fronts that were initially thought to be of one fighting force. After taking down the main force of the prison colony the two strike forces started fighting each other. FIO investigations concluded that the two forces were 24th Crusade Paladin Strike Force and group of Blood Raider mercenaries. Later investigations reveal that both entities were after the convict, Vincent Pryce. In the aftermath the Blood Raider mercenaries were able to break the convict out and escort him aboard an unmarked transport ship. Transport ship in question was found later as a wreck in the Bleak Lands region of Amarr Empire sovereign territory. Transport ship destroyed by autocannon fire and all aboard mangled beyond recongition. Thus the local authorities brushed it of as militia ambush. The fugitive was then presumed dead in the raid as no record of clone activity was recorded.
Addendum; Recent events have heavily suggested Angel Cartel involvement in the attack.
Current SituationThe fugitive has re-emerged active in the region of Black Rise, before that he was registered active by DED patrols in the region of Curse, none ofthe DED operatives have been heard since their distress call. Upon his return to Curse, Vincent Pryce has been given the command of one of the oldest Angel Cartel capsuleer entities, Utopian Research - Idependent Experimental Laboratories. There had also been reports of his supposed activities in low security space around the cluster, later confirmed by his presence at the Battle of Asakai. Reports of capsuleers crediting the escalation of capsuleer violence in the region to be his doing by being on the field in the right ship at the most opportune time.
The fugitive rarely interacts with anyone outside of his pod. Only four people have been recorded having access to meet him face to face. Capsuleer Karmilla Strife - his wife, Capsuleer Hikari Sato - his sister, Capsuleer Vaden Khale - a trusted associate, and the mysterious sebiestor who has accompanied him ever since his escape, known only as the Assassin. With others he deals through commlinks or proxies. His withdrawal from the public eye and social situation is further giving weight to the theory that someone close to him sold him out.
The theory of Guristas involvement has also gained some credibility after several recorded assaults on Guristas operations and facilities in Ishomilken. No surivors were left, none were taken or are missing which suggest a capsuleer style execution. Similar reports have come in from Otosela, Asakai, Akidagi and Eha as well. It is clear he has severed his ties to the Guristas Pirates.
The fugitive Vincent Pryce is now classified as an extremist of the Angel Cartel. Several reports have come in that he conducts slave raids to both civillian and military installations and assaults anyone outside the Cartel in space with impunity. He has also seems to have garnered a somewhat of a cult of personality among the archangels in Curse.

Update on Capsuleer Fugitive Vincent Pryce
The pilot has recently bought his way back into CONCORD graces. This will make our task to recapture him that much more difficult, as the DED and CONCORD in general will not turn a blind eye to taking down a capsuleer without their explicit say so, given as we already stepped on their toes on the first time, I doubt we will have any leeway the second time around.
We will need this done by the book this time around. It is not going to be easy. He has MIO covering his ass in Amarr Space where he regularily resides when not engaged in his outlaw activities. We will need to wait for an opening to strike.
He recently resigned as the CEO of URIEL, leaving the corporation to be run by the capsuleer only known as Minmatar Assassin. We have next to nothing about this guy, only his CONCORD registry and callsign. He hasn't engaged the capsuleer social class with nothing more than gunfire. He remains a mystery.
Pilot Pryce has recently left URIEL, to work with a former associate of his - Jude Kopenhagen. Nature of Kopenhagen's Stormcrows is still a bit of a mystery to the FIO, as it conforms to known operating patterns of capsuleer corporations and more than that it seems to be housing an unusual gathering of capsuleers of differing loyalties. I recommend we investigate this further.
Despite his departure from URIEL, he seems to be devoutly loyal still to the Angel Cartel. Whether this is to change remains to be seen. We lack concrete evidence to prove it but he still engages in human trafficking, narcotics and illegal armstrade. Recently some of his Cartel have been procuring advanced technology and bio-medical research, most of this has been legal transactions but I suspect more is going on.
My conclusion is that he is currently working as an independent agent for the Angel Cartel. None of our infiltrators have enough clout to find out, meeting with stonewalling, scrutiny or sudden disappearances. Seems as that his assignment is need to know only, and anyone asking is made to sure not to ask again. One agent he told to go ask miss Cybon. This operative was later found in space outside one of our stations in Oursulaert system.
Gather intel, keep your feelers out, but do not try to apprehend him for the time being.[/spoiler]
