While the entry is at least partially tongue in the cheek (no shit, Sherlock), one of the old agent LP offers - back when they did offers before ye olde LP shoppe - was money for Mindflood. To encourage that religious fervor in the congregation. Might be a relic back from the days when boosters were not yet prohibited. (Though of course, all boosters are also drugs. Though apparently, non-capsuleers are highly likely to die if they take drugs meant for capsuleers.) Or then just a practice that was seen worth of a separate ban.

If you really want to explain why walnuts would be forbidden, then have someone in one of the Royal families choke on one.
