As I've never read Tony G and am not someone who's in EVE from the start, I have limited knowledge of how Jamyl was portrayed. I choose to ignore Tony G anyways though, and all I've read about Jamyl doesn't really portray her as "a wimpy, weak-willed character".
Well, unless not directly retaliating after the Matari attack counts as wimpy and weak-willed rather than simply intelligent (I tend towards the latter).
I also don't think that New Eden should be burning. It's not really realistic imho, as war isn't really in the interest of any of the Empires: To great costs for too little rewards.
