It's the Patriot effort to clamp down on the Liberal/Practicals. Heth is trying to consolidate political power, and Crielere offers him the opportunity to acquire blackmail/leverage.
 
However, the other two factions understand this, and are moving to stop it, now.

Tyrannis is coming soon. Calculate the impact point of the current plot trajectory with that. ;)

I know the Patriots have a reason to be livid over Crielere.   Caldari scientist working at Crielere invented t2 and then the liberals gave t2 to the other empires instead of pulling out of the Yulia agreement and become a milita super power that rivaled the other three empires and CONCORD combined.

Because of their choice to share we are now in really weak position relative to a nation that would love to conquer us and destroy our identity as Caldari.  Heth, I assume, would consider that decision treason and worthy of execution.  Only now he has the authority and power to make the 'traitors' finally pay.

Also, it was Hyasyoda and the Practicals that cut Defense spending thus forcing Ishukone and the Patriots to expand into the Amarrian Defense market to maintain profit margins.   When the Amarrian market collapsed this is what sent the Caldari into major recession/depression which lead to KK leadership breaking with tradition and shaming the corporation as a whole by treating low-level employees like crap and not up-hold their end of the social contract.  Heth likey harbors some resentment against Hyasyoda for that.

It's a Provist effort to clamp down on dissenting opinions.  Heth is likely terrified of Mens Reppola and he probably cannot directly attack the Reppola without making a lot of heads turn.  Heth needs direct evidence that Ishukone's execs, namely Mens Reppola, betrayed Ishukone's employees, shareholders, and the Caldari people.

That it might indirectly weaken the CEP - who after all allowed the joint project to go on - might not hurt either.

From previous events, it seems to pretty accurately reflect the position of the Megacorporations. Actually, where I recall it coming up previously is the incident with that doctor that made the insorium. As I recall, that was Ishukone, and they're supposed to be easy-going, as Megacorps go.
