The Ammatars are descendants of Minmatars that collaborated with the Amarrians during the latter occupation of the Minmatar worlds. When the Amarrians were thrown out during the Minmatar Rebellion their collaborators fled with them. The Ammatars regard themselves as the true rulers of the Minmatars, mainly based around the fact that a fair proportion of the old Minmatar aristocracy, or tribal leaders, were among them. The term Ammatar was first used by the Gallenteans to distinguish between the two groups. Out of convenience even the Ammatars themselves started using it, stating that, with the help of the Amarrians, they’ve progressed beyond the old social structure of the Minmatar tribes. Indeed, the Ammatars have very deliberately abolished many age-old traditions of the Minmatar tribal society and embraced some Amarrian ones instead.

The Ammatar domain, San Matar, is semi-autonomous. The Ammatar rulers have full domestic control, but their foreign policies must be have the consent of the Amarrians and their military forces are, nominally, under the authority of the Amarrians. The relationship of the two has been remarkably smooth in the past, with no serious quarrels.

The San Matar government is structured the same way as any other province of the Amarr Empire, with a governor at the head and district officials beneath him prescribing over the various departments of state. These heads of state are always Ammatar, although the governor himself traditionally is an Amarrian, and acts as the supreme representative of the Amarr Empire. As is to be expected not all Ammatars are eager for constant warfare with the Minmatar Republic. Those who are the most belligerent of them often feel that the Ammatar state is doing too little so they have formed a group of their own to fight the Minmatars. In a sense this group is a direct response to the independent rebel groups the Minmatar have and the guerilla tactics employed by either side are similar.

Since its inauguration San Matar has been in a constant struggle with the Minmatar Republic. Both states have expanded considerably in the last decades and now border on each other in numerous places. The Republic, backed by the Gallente Federation, had the upper hand for a while, forcing the Amarr Empire to repeatedly come to the aid of their allies, but in recent years the tables have been turning and the Ammatar have managed to set up military installations and space stations right under the Republic’s nose

Broad speculation existed for many years on where the Ammatar got the support for these conquests, as the Amarr traditionally were only willing to aid the Ammatars when the latter were under direct threat. Though nothing has been conclusively proven, it is widely whispered that for decades the Caldari provided clandestine support to the Ammatar in exchange for the promise of mineral rights to the rich territories being battled over. These allegations were a frequent diplomatic sticking point between the Caldari and the Minmatar, and the mere mention of them rankles both sides to this day.

The Mandate is struggling with the biggest crisis in its entire history. The direct effects of the Elder invasion and the wholesale destruction of large parts of the Home Fleet, big news in any other circumstances, have been largely ignored due to the more pressing issue that cuts to the very heart of the Ammatar identity - namely the revelation that the original defection was blessed by the Minmatar Elders so that the Nefantar could protect the remnants of the Starkmanir tribe.

While former governor Ana Utulf's urging to Ammatar citizens to defect to the Republic did elicit some positive response, mostly among the persecuted minority who still cling to their Minmatar roots, the majority of the Mandate viewed her actions as a heinous betrayal of the Mandate's principles. Traditional education in the region has always focused on teaching the value of the Amarr way of life and the Ammatar's privileged place at their side, and the news that their beliefs about the noble origins of the Mandate may be entirely false has been a crushing blow to the morale of many citizens. The Mandate is currently leaderless and in a state of huge turmoil - and there's no signs of returning stability on the horizon.

The Minmatar Rebellion was a successful slave revolt that occurred in 23216 AD. The Minmatar successfully rebelled against their Amarrian masters and ejected them from the space that would become the Minmatar Republic.[1]

I was considering it necessary to be a separate document, Lord Marlakh, since it will be of such voluminous intellectual pomposity that we cannot expect a novomod to absorb it (and it will end up longer than the handbook)

While the Ardishapur regime in the Mandate has taken no steps against the Ammatar Church, and indeed has expressly re-affirmed it as a valid sect of the Amarrian faith, the Imperial rite of faith was declared the official religious doctrine of the Mandate by Royal Heir Yonis Ardishapur on receipt of the Mandate as his personal fief.

Iris Selantar, a former lay preacher of the Ammatar Church now observing the Imperial rite, explained her decision to leave the traditional Ammatar sect for the orthodox church. "The invasion taught us many things – the incompetence of our nobles, the failures of our fleet and the spiritual poverty of so many Ammatar. I believe the destiny of the Ammatar people, and all Minmatar, lies in the holy embrace of Amarr and I feel that worshipping with the mother church of the Empire brings me closer to Amarr."

Subdeacon Ottoko Razirshz of the Theology Council mission in the Mandate confirmed that such feelings were typical of those Ammatar surveyed by his officials. "The Ammatar Church is a loyal and faithful branch of the great Amarr holy family," stated Subdeacon Razirshz. "However, it is clear that observance of the Imperial rite is growing in the Mandate. The Theology Council views this as in line with the goal of transforming the Mandate into a core domain of the Amarr Empire."

Morale among the Ammatar populace has risen considerably in the weeks since the announcement of Governor Salaf's appointment. As an ethnic Ammatar, his selection has allayed rising fears that the Ardishapur regime intended to permanently relegate the Ammatar people to a subservient role in the region. His years spent as a senior official at the Ministry of Assessment in Domain region have also attracted comment. Observers of imperial politics agree that the choice of Ekroz Salaf was a shrewd move by Yonis Ardishapur, given that the Governor represents an Ammatar figurehead untainted by the failings of the previous regime and of proven loyalty to the Amarr Empire.

In addition to the funds, the Ammatar Fleet has confirmed that at the order of the Heir, the 1st Mandate Redemptionist Brigade is to take up duties assisting in the reconstruction of vital infrastructure in Ezzara. Primarily a logistical and engineering brigade, the 1st Redemptionist is composed of three regiments of penal troopers drawn from the ranks of dishonored Ammatar Mandate forces and civilians convicted of aid or sympathy for defectors.

The 1st Mandate Redemptionist Brigade is comprised of the 1st and 2nd Tanoo Redemptionist Regiments and the 1st Sasta Redemptionist Regiment. These regiments have been assembled using dishonored Ammatar Fleet personnel together with many civilians suspected or convicted of support for defectors and offered service in penal battalions in lieu of the harsher punishment of full slavery. The brigade is primarily a logistics and engineering formation. The 1st and 2nd Tanoo comprise logistical troops along with the 1st Sasta, which possesses a high proportion of former Ammatar Fleet personnel, providing combat experience.

Comprised of a core of three 'Yonis variant' Abaddon-class battleships and numerous Apocalypse- and Armageddon-class battleships, the task force is charged with "maintaining the integrity of the borders of the Amarr Empire and destroying all threats to the security of the Ammatar Mandate."

In other developments, it has emerged that several penal regiments are currently being raised within the Ammatar Mandate. Sources within the Ammatar Consulate indicate that dishonored men and officers of the Ammatar Fleet and Ammatar planetary defense forces are being offered the choice of service in penal regiments as an alternative to permanent slavery as punishment for their failings during the Elder Invasion.

It is also reported that failed defectors and the families of defectors who have come under suspicion are also being offered the chance to serve in penal units rather than being convicted of collusion with defectors and entering formal slavery. The appeal of these offers lies in the fact that formal enslavement would in most cases lead to the dependents and descendants of the enslaved joining them in slavery. Ardishapur authorities have declared their "hope that the mercy of Lord Ardishapur will lead to the redemption of these lost souls."

The policy of granting True Amarr Holders key planetary and system fiefs, together with a purge of the Ammatar nobility, had raised fears that the Ammatar people were being relegated to an entirely subservient position in the new order. Political scientists at the Ammatar Consular University in Tanoo suggest that the appointment of Governor Salaf will do much to allay concerns among the Ammatar populace.

House Ardishapur officials have confirmed that Yonis Ardishapur took a critical role in overseeing the search for the new governor, requiring that the personal histories of all candidates be presented for his personal review. Ekroz Salaf has been an official in the imperial civil service for 37 years and began his career as a liaison between the Ministry of Assessment and the Nefantar Miner Association in Derelik. His official biographical notes state that his talent for logistical administration was recognized by a Ministry review board that appointed him System Assessor in Tanoo in YC80. In YC87, Salaf was promoted to the rank of District Collector for San Matar before transferring to his posting in Domain in YC98. Governor Salaf will officially take up his duties in the next few weeks.

The Elder Invasion of YC110 caused widespread damage to many agricultural plantations within the Ammatar Mandate, despite the invasion forces limiting their strikes to military infrastructure and strategic installations which posed a threat to their primary goal of recovering slaves. As slaves were seized by the Minmatar-Thukker forces, the holdings on which they worked were often heavily damaged during the initial assaults. Further incidental damage, up to and including the burning of some plantations, is associated with rioting and sporadic clashes with Amarr troops during the invasion and in its immediate aftermath.

Adreyi Ezion, the Chief Financial Officer of the Ardishapur Family and the architect of much of the Mandate's reconstruction, welcomed the assessement of the Amarr Trade Registry and stated that the ultimate goal of the Ardishapur administration was to make the Ammatar Mandate self-sufficient in food staples and, eventually, an export partner with the rest of the Amarr Empire.

Since his appointment, Grand Admiral Jibril has been overseeing the integration of the Ammatar Fleet and those units of the Ardishapur forces assigned to his command. The reconstruction of these shipyards, all heavily damaged by Minmatar-Thukker strike forces during the Elder Invasion, was a major priority for the Grand Admiral as they will allow the necessary refitting and retasking of the Fleet's disparate units to proceed quickly.

In a related development, the Ammatar Fleet has announced that it intends to refit a line of 'Yonis variant' Abaddons for use on extended patrols of the Minmatar border. Usually reserved for important garrisons or major taskforces, the Abaddon-class has not been favoured by Amarr commanders as a patrol vessel due to its high energy requirements and large crew complement. It is speculated by naval architecture experts that the 'Yonis variant' will feature additional power plants and possibly reduced crew and firepower requirements to make it practical for prestige patrol duties.

Adreyi Ezion, the Chief Financial Officer of the Ardishapur Family, elaborated on the program in a press statement made during one of his regular visits to the Ammatar Consulate in Tanoo. "The Body and Soul Program is one of the next vital stages in the development of the Ammatar Mandate as a core domain of the Empire. My Lord Ardishapur sees it as an essential part of tending to the spiritual needs of the Ammatar people alongside their necessary physical needs. This program, in which we plan to construct fifty new hospitals and over one hundred religious buildings, is the concrete realization of his pledge to raise this domain to the standard of living seen throughout the Empire."

While the prime focus of this program is on the "physical and spiritual well-being" of the Ammatar, Ezion explained that many of the religious buildings would house free schools and religious colleges for the "education and enlightenment" of the Ammatar. Ezion also revealed that, at the personal order of Yonis Ardishapur, a major seminary planned for construction on the devastated planet of Halturzhan is to be named in honor of the "martyr Abel Jarek." Analysts suggest that, by naming a major religious teaching institution on Halturzhan after the Salvation Crusade leader recently killed on Matar, Yonis Ardishapur appears to be sending a pointed message to the Minmatar Republic that Jarek and other Minmatar converts will not be forgotten.

Tanoo, Derelik – Over a year since the Elder Invasion of Derelik, and more than six months since Empress Jamyl I assigned the Ammatar Mandate to Royal Heir Yonis Ardishapur as his personal fief, the consolidation of Ardishapur rule in the Mandate appears to be almost universally welcomed by the Ammatar populace. While the after-effects of the invasion continue to be felt, the influx of Ardishapuran aid and expertise to the Mandate has steadily eased the worst of them and restored the Derelik region's economy.

Since taking possession of the Mandate, Yonis Ardishapur has made large sums available to the Ammatar Consulate and the Ammatar Fleet. Civil and military reconstruction are proceeding at a rapid pace, with the recovery from the devastation wrought by the Elder Invasion largely complete in all but the most heavily damaged areas, such as the Jarizza system. While large slave workforce transfers have also been made from Ardishapur holdings into the Mandate, the amount of reconstruction work needed, combined with the fall in population due to the invasion and subsequent defections, has led to many jobs being created. With employment levels reaching an unprecedented 93% of able-bodied Ammatar (compared with 82% prior to the invasion), the overall prosperity and well-being of the Mandate population has increased significantly.

"The invasion seems like a terrible dream these days," said Eyfor Farel, a construction worker with the Ammatar Consulate civil reconstruction corps. "Of course, we see reminders that it was not a dream every day, but our lives are getting back to normal now. We have work, homes, food. God has provided these through the wisdom of the Empress and Lord Ardishapur." While these sentiments are shared by all Ammatar in public, some privately wonder if the Ammatar will be permanently relegated to a subservient status within the Mandate, following the appointment by Yonis Ardishapur of True Amarr Holders to most key positions.

Adreyi Ezion, the chief financial officer of the Family, announced the package in place of Heir Ardishapur, who Ezion stated "was indisposed with administrative matters relating to the Mandate." According to Ezion, the package will focus on projects that will "improve the quality of life for the citizens of the Mandate" and "bring the region up to par with the other regions of the Empire in terms of piety, learning, health, and economy."

The package calls for trillions of ISK to be spent on repairing civil damage caused by the Elder Fleet invasion; restructuring and rebuilding planetary roads and markets; increasing the number of public schools, hospitals, and churches; and improving the quality of services offered at those institutions. It is also expected to create millions of jobs in the Mandate, as available slave labor will be nowhere near enough to meet expected needs. Experts believe the package may be the largest ever initiated in the Empire in terms of money, manpower, and scope.

"This package will bring about an increased Amarrian spirit in the Mandate," Ezion read from a statement authored by Yonis Ardishapur. "The economic and spiritual prosperity of the Mandate is of vital importance to the future of the Amarr. No longer shall it be a neglected fringe of the Empire, but rather one of its most vital nodes."

The promotions were across all ranks, from petty officers all the way to vice admirals. The vast majority of the promotions were given to those of Ammatar birth.

Admiral Jibril stated that the promotions were based on extensive service reviews conducted by his staff in concert with recommendations from the Fleet's upper command. "We are committed to turning the Ammatar Fleet into the premiere navy in the cluster," the press release announcing the promotions stated. "This step shall allow those men and women of character and courage to take another step forward in their service to the Mandate and the Empire." The press release went on to say, "This act shall emphasize the new direction of the Fleet. Action and deed shall be our measures of achievement, while failure and dereliction shall be swiftly and harshly punished."

Many of the promotions were based on actions taken during the Elder Fleet invasion. According to the press release, around a third of the promotions were given for extraordinary acts of courage and leadership taken during the chaos and uncertainty during and immediately after the invasion.

The fate of the family had been a topic of debate among citizens of the Mandate and Empire since it was announced they would be enslaved as part of the punishment meted out to the Admiral following his guilty plea. Offers to purchase the family had come from across the Empire, Mandate, and even from the Khanid Kingdom. The highly public fate of the Admiral and his family created high demand from slave-owners, who viewed owning the family as a sign of prestige.

Arim Ardishapur released a short statement regarding the purchase. "The family of Einkur Aro shall take up a special place in my household, serving as favored slaves. Any who feared their possible mistreatment can rest assured that will not come to pass."

Ardishapur Prime – Einkur Aro, former Grand Admiral of the Ammatar Fleet, was sentenced to death this week after pleading guilty to all charges leveled against him, including dereliction of duty, failure to prevent mutiny, and treason. Yonis Ardishapur and five Theology Council Justices oversaw his plea.

The proceedings began with presiding Justice Fimin reading the charges against Admiral Aro. Most legal experts anticipated a non-guilty plea, but the former Admiral plead otherwise. Strong protests to this plea arose from those in attendance; the courtroom held a mixture of retired Ammatar Fleet officers and relatives of Fleet Invasion victims.

Yonis Ardishapur, upon demanding order, asked Admiral Aro to explain his plea. The Admiral responded calmly. "The Ammatar Fleet was reduced to such a state of unreadiness through my own incompetence," Aro stated. "I alone should take the blame for its failures." He declined to speak any further or offer any defense of himself.

Heir Adishapur and the five Justices retired to deliberate. They reconvened after only ten minutes. Justice Fimin read the verdict and punishment: Grand Admiral Einkur Aro’s sentence was death, and his family are to be enslaved. According to the terms, the punishment will begin in one week's time at the Ammatar Fleet headquarters in the Sasta system.

Admiral Aro had no visible reaction to the sentencing as Adrishapur Family guards escorted him from the courtroom. While a few in the gallery raised objections to the sentencing, most remained orderly.

Ardishapur dismissed the time period as an unimportant factor. "It matters not when God's justice is delivered, only that it is done. Now that I have ensured stability in the Mandate's leadership, I can begin the process of curing the rest of its many ills."


Ardishapur went on to condemn the Admiral's actions on the day of the Elder's invasion. "The Ammatar Fleet was cast into chaos, had massive desertions, and was generally wholly ineffective in efforts to even slow down the advance of the Minmatar. Grand Admiral Aro, as the one in charge, is totally responsible for the failures and actions of his men. Had he been a better leader, such catastrophes would never have happened. He shall be tried before God for his failures and shall face his punishment."

The sudden action has put many Fleet officials on edge, with one top officer, speaking on condition of anonymity, claiming "We're all uneasy about it. The Grand Admiral wasn't the only one who could shoulder the blame for that day. There's no telling where it might stop."


Ardishapur has refused to comment on any rumors of a purge, only stating "I have yet to decide how deep the ineptitude in the Fleet runs. Those are questions to answer another day."

Admiral Aro is being held in Sasta under guard, awaiting transport to Ardishapur Prime for his trial.

Derelik - The first stages of the Ardishapur family's assumption of power over the Ammatar Mandate have begun. The Mandate, which has suffered under a lack of leadership in the six months since the Elder fleet's invasion, will likely see more turmoil before things finally settle down. Ardishapur has begun a series of changes in the Mandate's power structure intended to reshape the region so that it operates more like one of the Empire's core domains.

The first stage has already begun, with Ardishapur granting Mandate titles, positions and territory to many of the lesser Holders under his rule. The vast majority of these Holders, who come from lesser branches of the larger Holder families in Ardishapur's domain, will relocate to the Mandate where they will take over the area's day-to-day governance. While most of the Mandate's leadership has traditionally been Ammatar, Ardishapur is now almost exclusively promoting True Amarrian Holders to fill positions within its hierarchies.

Much of the land being granted was confiscated from the families of those Ammatar who defected during the invasion. According to experts on the Amarrian nobility, the Holders being promoted almost universally come from families who have had exceptional track records of loyalty to the Ardishapur family but had not until now -- for a variety of mostly logistical reasons -- been granted their own land and titles inside Ardishapur's non-Mandate domains. So far, nearly 100 Holders have been granted titles in the Mandate, from continental governorships to planetary governorships to system- and constellation-wide overseer positions.

Additionally, Ardishapur has begun a search for a new Ammatar governor. Some had anticipated Ardishapur himself would assume the post, but the Heir dispelled those notions fairly early, stating, "Derelik will be only a part of my domain. As such, it shall be administered by an individual governor under my direction." Ardishapur has reportedly been considering many of his inner circle for the post, and some speculate that he may name a relative to the position. He has not given any indication as to how long it will take before he makes a final decision on the post.

The empress's decree states that Lord Ardishapur, "pursuant to Imperial directive, shall henceforth carry ultimate responsibility for the fates and fortunes of the Ammatar Mandate, its bordered districts and outlying holdings, its economic and military resources and the souls of its faithful servants."

While the heir himself has yet to comment on the announcement, House Ardishapur did release a statement shortly after the empress's, which asserted that Ardishapur would "treat this worthy assignment as seriously as any other task bestowed by the anointed ruler of God's Empire." The statement contained no information on what policy directions the heir intends to take with the Ammatar Mandate.

Ammatar has been beset by turmoil and uncertainty ever since the Elder War earlier this year, when its lucrative tsula plantations - the Mandate's largest export crop and arguably the backbone of its economy - were systematically destroyed by Chamberlain Karsoth's forces in retaliation for the Mandate government's harboring of Starkmanir Minmatar tribesmen. While several of these plantations are in the process of being restored, the lack of strong centralized authority at home has caused efforts to flounder with little funding. Foreign private interests, primarily Khanid and Caldari, have offered outreach agreements, but the Consulate's interim government has thus far denied all offers under strict orders from the Imperial Throne.

Lord Ardishapur is expected to announce his new Consulate governor within a week.

Tanoo, Derelik – Affairs in the Ammatar Mandate continue to be confused months after the extraordinary defection of former governor Ana Utulf to the Minmatar Republic, an event that came in the wake of the so-called Elder Fleet invasions of Amarrian territories. As her last act in office, Governor Utulf called on all Ammatar citizens to join her in defecting to the Republic, and the Mandate has been wracked by the effects of that call ever since.

Still leaderless, the Mandate's government, the Ammatar Consulate, has been hard-pressed to quell the instability that followed the claims made by Utulf regarding the role of the Nefantar tribe in the preservation of the Starkmanir. Amarrian assistance has been minimal as the Empire has primarily dealt with its own concerns following the Elder Fleet attacks, the coronation of Empress Jamyl I and most recently the Kador Fleet incursion into Gallente territory.

The general population is in a state of near stupefaction, with many unable to understand the defection of Utulf and others. 'There have always been defections,' said Iris Selantar, a lay preacher of the Ammatar Church. 'Tribalists and other disaffected elements would evade the security forces and leave for the rebel provinces from time to time. But the governor? What she said makes no sense. It betrays our traditions. Yet people I know listened to her. My own cousin from the countryside has disappeared. We think he has joined the rebels. I pray daily but still I do not understand.'

Selantar's combination of confusion and a sense of betrayal is typical of those who are willing to speak. Others remain close-mouthed and watchful. The uncertain political situation in the Mandate looks set to remain unresolved for some time to come.

Despite CONCORD restrictions, large alliances continue to support the militias. While some provide indirect or clandestine support, others have been more overt about their efforts. Ushra'Khan and Electus Matari are two alliances that have been publicly supporting the Matari militia's cause.

During the opening weeks of the militia formations, The Tribal Liberation Force appeared to be on an almost unstoppable rampage across Amarr contested space. Offering little resistance, many considered the Amarrian 24th Imperial Crusade to be in dire trouble. In the last few weeks however, the 24th have regrouped and taken back several occupied systems.

Becq Starforged of Ushra'Khan tells us that, “As soon as the CONCORD-sanctioned war started, the alliance as a whole moved to Auga to support the newly-formed militia...I think the effort contributed significantly to the militia's early successes...The ability of Ushra'Khan to support the war effort has been curtailed somewhat by the Republic's complete unwillingness to allow us to continue fighting in what is really the same war we have been fighting since the alliance was formed. We were more than a little disappointed that with Shakor taking the reins, we were still excluded in any official capacity.”

Satisfied with the early successes of the Tribal Liberation Force, Ushra'Khan limited themselves from any further involvement in the war. Karn Mithralis explains: “It became clear that our efforts weren't required after the initial weeks...the Matari corps and Militia had it well in hand so we withdrew from the field and have taken our fight elsewhere.”

Elsebeth Rhiannon, diplomat for Electus Matari tells us that: “Since the Republic was driven to a war, we consider ourselves at war with Amarr loyalist forces, including but not limited to the Amarr militia... This war is what we have prepared for for a long time...we have simply added the Amarr militia and their known allies to the list of targets patrols can freely engage, and patrols co-operate with militia members when a military target needs to be taken or recaptured.

"We have also declared wars on Amarr militia corporations, with variable success. Our war with the Ammatar Free Corps removed a major threat to the Republic, by forcing one of the most active system capturing forces of the Amarr militia out of our space.”

As for that war with the Ammatar Free Corps, corporate member Shern tells us that: “The Electus Matari war declaration didn't last very long, as we were in the process of redeploying our forces for the successful Huola campaign. We have not seen serious EM forces in our area of operations in tribal space since our return there. The Ammatar Free Corps and our people as a whole have been at war for so long that the wardec did not seriously affect us. We welcome the chance to deal with certain Ammatar traitors who EM are sheltering. These men and women have no honour and will be crushed like the vermin they are!”

To explain the mounting Minmatar losses, Fleet Commander Arkady Sadik tells us “the answer is simple...Like all the militias, the Minmatar militia is losing pilots - in this case, though, we are losing them faster than the Amarr militia...For weeks now the Amarr militia was all but dead. They provided no resistance to our attacks. This has changed drastically. They have found organization and are fielding fleets that can take on the Minmatar militia fleets...they have [also received] reinforcements [from] very combat-experienced corporations. These changes have caught the Matari militia by surprise. They will need to adapt. For now, I do not see a reason to be panicked about it. It will take some time to adapt. Then we will see where it is going.”

Elsebeth Rhiannon adds; “The tide has turned for now, maybe, but I am one hundred percent confident it will turn back, and turn again many times, before this is over. We are prepared to fight for years, decades even - the outcomes of these initial skirmishes are exciting, but in the long run unimportant. “

With the Tribal Liberation Force now steadily losing ground to the Amarr Militia, it remains to be seen just how significant an impact large alliances can have on militia warfare.

Reports are coming in that mutinies have broken out on some Ammatar Navy vessels, with an uncertain number being commandeered by Minmatar sympathizers. Reports say that the majority of these vessels have begun broadcasting under altered transponder signals as "Nefantar Tribe" ships.

Even among ships where the Ammatar Navy retained control, casualties are being reported by some crew. These casualties have hampered the Ammatar Navy's attempts at bringing a semblance of order to a region just recently plunged into chaos. Regardless, dozens of skirmishes have broken out between the two sides in the hours since the initial invasion. There have been unconfirmed reports of at least one Ammatar Navy capital ship defecting, with many other Navy ships unaccounted for.

Reactions to the invasion remain mixed, confusion still reigns about the composition of the force, and no one seems to have any idea who's leading the fleet. Some are already celebrating what they see as the return of their people and others simply confused as they watch news feeds eagerly for more information.

The survival of the Starkmanir Tribe, believed to have been extinct for hundreds of years, has shocked the Minmatar Republic.
"We have in our possession approximately one thousand unique samples taken from a population of slaves on the Ammatar world 'Halturzhan'," Eifyr spokesman Frelf Laer said. "We've completed genome sequencing on each of them. They're authentic. There's no lineage or association with the other tribes at all. We know they're Starkmanir because the sequences match those extracted from ancient burial sites."

When asked whether the Starkmanir population knew that, the spokesman answered "You'll have to ask the Sisters of EVE. They were the ones allowed onto the surface, allegedly to look into a viral outbreak that the Ammatar overlords couldn't control. This particular slave population specialized in agricultural labor, and I'm almost certain that none of them know anything about their own origins, or what their existence means to Minmatar."

The Sisters have referred all inquiries back to Eifyr, stating only that "They have all of the relevant facts. Our mission was and continues to be a mission of the human spirit, nothing more."

NEW EDEN - Historically New Eden has been rife with tumult and chaos. Whether the Reclaiming, the Minmatar Rebellion or the Caldari-Gallente War, our galaxy has rarely been peaceful or quiet. Likewise, the year 109 EST was no exception.
In the past 12 months we have seen alliances born and destroyed, the Coallition-Band of Brothers war grow to new heights, the destruction of Titan class star ships, and sovereignty shift daily as numerous alliances fight tooth and claw for their own space.

And in empire held space we have seen the Minmatar Republic and Ammatar Mandate cease hostilities and begin negotiating peace, civil unrest within the State, the Federation fighting back against a swathe of illegal booster dealing and the Amarr Empire still without an Emperor to guide them.

But away from galactic scale events, what does the New Year mean to individual pilots? Classically it is the time when we look back on the past 12 months and take what we have learned to help us through the coming year. It is a time of personal reflection, contemplation, change, and for many: exuberant parties.

Nebulous is a member of Freelance Incorporated who are part of Ushra'Khan. He has been a pod pilot for over four years, leading him to witness a lot of change first hand in New Eden, including the official acceptance of alliances by CONCORD, the innovation of more advanced technologies and the continual growth of the capsuleer population.
When looking at the past year he commented on his hopes for the year 110 EST; "My thoughts are mostly with the current events between the Republic and the Ammatar, plus the return of the Defiants is also very good news. I would hope over the next year that the Republic would become a lot more anti-Amarr".
He proceeded to clarify what he meant by the last comment; "All out war, unless the Amarr Empire completely denounce slavery and all those that support it, would be fine with me. I fear it is the only way. Also the Republic should end talks with the Ammatar and try to bring the Thukker tribe back on side."

Moving from freedom fighters to mercenaries, Necronomicon, a director of KIA Corp, was willing to share his thoughts on the passing of the year. He has been a pod pilot for almost 4 years and in his time has seen space warfare change radically, from the days of battleship fleets into the capital and super-capital operations. The high point of 109 for him was KIA Alliance agreeing to join MC, Ev0ke and 0utbreak in Period Basis to their mutual benefit, whilst his lowest point was when Trinity Nova Corp left KIA Alliance abruptly.
Not a pilot to hold a grudge, Necronomicon was clear in his hopes for the year to come; "I personally hope that once the Coalition v BoB dust settles, that the New Eden Community see that as a mercenary homeland, Period Basis is not worth poking and put the past where it belongs."

In the past year the capsuleer population has seen more pilots than ever get their license and take off into the void. One of those young and hopeful pilots was Tavon Wulfe, of K.O.R., who first got in a pod only 5 months ago.
It's been a learning experience for him and he's met a lot of people, travelled to many places, and fought many great pilots. He's had success and hardships but is happy that he has always persevered. He was more than happy to talk about his major successes and failures:
"My major high strangely enough was a couple months back. It was my first major war with a corporation of old Band of Brother veterans. We took some losses, but it showed me and my superiors my leadership abilities. It took the fires of combat to forge what I am today.
My low point would actually have been when I left for the lawless confines of the outer regions. I was broke, out of my home, and constantly looking over my shoulder for trouble. Though it kept me on my toes and I learned a lot... It wasn't where I belonged."

Although a young pilot, Tavon has big plans and big hopes for 110. On top of building up a rig manufacturing service for his corporation and funding his acquisition of better ships, he is set on making a name for K.O.R. "Finally I plan on putting K.O.R. further on the map by pushing us into low security regions to tackle the ever growing pirate infestation. We aim to make Khanid space a safer place to be for travellers."
His parting words proved that although he has a lot of work set for himself, he still has time to have fun and will be celebrating the New Year as best he can: "Of course. One thing about K.O.R. is it's a group of not just fellow friends and pilots, but brothers. They are my family. And I was planning on starting something special for them, a War Game perhaps. And of course the finest selection of spirits and cuisine this galaxy has to offer."

So whoever you are and whatever path you walk in life, these pilots show that now is the time to look upon the past and learn from experience and to take this wisdom into the coming year.

The Minmatar Republic Parliament late last week tasked the Republic Security Services, the Republic's intelligence arm, with hunting down an organization known as the "Bloody Hands of Matar." The order was issued as a direct result of the Bloody Hands' bombing of an Egbonbet space station on the 23rd of May, an act which took the lives of 42 people, among them Faulk Stian, an Ammatar consulate ambassador attending peace talks being held between the Ammatar Mandate and the Minmatar Republic.

Adrand Allsvert, Head of the RSS, at a press conference last week claimed that Republic forces would "hunt down and remove this illness that has pervaded our nation. There will be no refuge for these terrorists, no place they can run and hide. The have murdered their own and plunged talks of peace into despair. We will come down upon them heavily."

It had been previously believed that this organization, despite having publicly displayed anti-government sentiments on a number of occasions, did not pose a distinct security threat. They were viewed simply as angry youths following an ideological example set by certain capsuleer organizations, most notably the Ushra'Khan. The explosion on the Republic Parliament station in Egbonbet has catapulted them into the spotlight, with many experts expressing disbelief at their ability to organize such an act.

The RSS's crackdown is already under way. Two days ago, the members of an organization known as the "Voices of Matar" were arrested in a large-scale operation and brought in for questioning. They are still being held under charges of suspected ties to the Bloody Hand terrorists. A number of other raids have been reported across the Republic, but the RSS has yet to release a statement pertaining to the results of its continuing investigation, stating only that "inquiries are continuing apace."

The Ammatar Mandate, for its part, released a statement yesterday proclaiming that "the Mandate remains shocked, saddened and angry over the death of our esteemed consulate member, Faulk Stian. A proud and accomplished diplomat, ever faithful to God, he did not deserve such an end. While it seems that the Republic was not directly responsible for the attack, their inability to provide adequate security to deter such an atrocity leaves us with a bitter taste. We would see these Bloody Hands brought to justice and made to pay for their crimes. When this is done, perhaps the Mandate can forgive and resume talks with the tribes."

At approximately 22:50 EVE Time last night, a bomb exploded in the Republic Parliament Bureau station in Egbonbet, the station scheduled to host the next round of talks between the Minmatar Republic and the Ammatar Mandate. The explosion tore into a civilian habitat section of the station and severed several transport corridors, catching the Ammatar delegation and killing one of the Mandate consulate members.

According to Republic Security officials, the bomb was a crude high-yield device which somehow went undetected by their security sensors until the time of activation. While the target seems to have been the Ammatar delegation, the bomb is also believed to have caused significant civilian casualties, reportedly numbering in the dozens, although the Republic have yet to release any concrete numbers. The Republic security on the station were quick to react to the explosion and contain its aftermath, saving many lives.

Evidence at this time suggests that the bombing was executed by the organization known as 'The Bloody Hands of Matar,' a terrorist group who have kept a low profile lately but, with this act, have propelled themselves back into the media spotlight. In a public statement released shortly after the explosion they went on to claim responsibility, stating:

"We will not sit idly by while our Republic kowtows to these race traitors who sold us out to the Amarr and even now keep our people in bondage. How dare we seek terms with these scum? It is a grave dishonour to the sacrifice of the great rebellion. Have we learned nothing? What we do, we do for Matar. There will be no peace with the Nefantar traitors."

A flurry of activity followed in the aftermath of the explosion as the Ammatar quickly evacuated their people from the station, retrieving their fallen and racing back to Mandate territory under the guard of the Ammatar capsuleer corporation Delictum 23216, who have been providing security for Mandate personnel since the talks began. The future of the talks is deemed very uncertain at this point. Voices have been heard from within Ammatar accusing the Republic of murder and treachery, while the Republic has declared its abhorrence of the act, pointing out that many of their own died in the explosion and that they will not rest until they have tracked down and brought these terrorists to justice.

According to an anonymous source from within the Republic Parliament, diplomatic channels remain "open but extremely fragile."

"While we can understand some confusion at the news of these talks, there is no need for alarm," said Ammatar Consulate High Commissioner Anfrid Uptemulf at a press conference yesterday. "We will not be restricted by blind hatred. The Consulate of the Ammatar Mandate will work in the best interests of the Ammatar people under, of course, the guidance of the Amarr. We will not compromise the ideals upon which the Mandate was founded.

What fruit the discussions will bear has yet to be decided. At this time we remain cautious but hopeful."

As reported by the Scope this morning, according to documented sources from within the Republic Parliament, "top people" in the Republic's governmental infrastructure have been involved in secret talks with representatives from the Ammatar Consulate for the past six days. The talks, all of which took place on Minmatar soil, covered such wide-ranging subjects as POW exchanges, Ndorian mining rights and the retraction of several long-standing war crime accusations on both sides.

It is not known at this time whether an end to official hostilities between the two nations is on the cards, though the news has prompted widespread speculation that this may be the case. The news has been greeted with tremendous furor in both the Republic and the Mandate, in particular from anti-appeasement segments of both populations.

Prime Minister Karin Midular moved swiftly to head off the outcry, broadcasting a speech across the Republic this afternoon. The full text of the speech follows:


"My fellow people of Matar.

I fully understand the outcry over the recent revelations. I am here to assuage your fears and explain our reasoning. I would appeal for your composure and attention.

We have been in a state of war with the Nefantar since the creation of our beloved Republic. War is a terrible thing. All of us know our history and none of us can deny this simple fact. Throughout time, wars have been fought for conquest, for plunder and for freedom. But this war, which has gone on so long and cost us so much, has been fought for one simple reason: hate.

As a people, we possess a lot of hate, and perhaps rightly so. No other people in the history of our universe have suffered so much in the cause of tyranny and sacrificed so much for the cause of freedom. But is this all we are? I choose to believe not. I choose to believe we are better than that, that we can rise above such hatred. Though we may spit their names today through clenched teeth, I choose to believe we may one day look upon our kin and feel an emotion other than hatred. Did not the great Kiaor himself say: 'Those whom you hate so fervently, you must have once loved so deeply?'

I will not deny that the path in front of us is long and arduous - that there exists an almost insurmountable gap between our peoples - but I will do all within my power to bridge it.

We have lost so much. Let us not, in the throes of hatred, lose yet more."

The speech, the first Republic-wide broadcast by Midular for over a year, seems to have quitened unrest in the short term. Though Matari everywhere continue to voice their confusion and discontent, the angriest voices have stopped shouting. Even among the Tribal Council, one of the hotbeds of the ever-present appeasement debate, a vote has been passed pledging support for continuing talks with the Ammatar.

The Ammatar and the Matari have been in an official state of war ever since the Great Rebellion 129 years ago. While the intensity of the fighting has ebbed and flowed, the peak was hit 7 years ago as a long-term Matari offensive, dubbed the Vindication Wars, came to a close at the Battle of Tears, one of the highest-casualty engagements in recorded history. Since then, the two nations have settled into a tense stand-off. With the exception of the occasional skirmish no fighting has taken place, and the borders of both nations have remained secure.

No information has been publicly released as to when and where the talks will continue.

This seems to have driven the unfortunate Commander insane. Thin Red Line

The Republic considers the conflict in the Traun system a test of whether its resettlement effort is to have any chance of succeeding or not. If the Republic forces are unable to dislodge the pirate factions from Traun, the Parliament is liable to pull the plug for the whole project, with all the political backlash that would entail. The enemies of the Republic know this and are pouring everything they have into Traun.

Reclamation wreck

Once the Minmatar Rebellion spread into the Ani constellation the Nefantars pleaded with the Amarrians for help. The Amarrians responded by sending their largest battleship to the constellation, the Reclamation. At first, the huge ship along with its escort of support ships, swept through the constellation, destroying several squadrons of rebel forces. But only a week after its arrival, it was infiltrated by a Sebiestor saboteur and demolished. The destruction of the Reclamation signaled the end of the Amarrian initiative to eradicate the rebels in one blow, forcing them onto the defense.

Sisters camp

The Sisters of EVE, always ready to aid those in need, have set up a relief camp here. The constant skirmishes around the system leave many wounded and hurt. Many more have also lost all their assets after accidentally getting in the cross-fire or being beset by on of the many warring factions. Here, the Sisters are giving first aid to those that need it. They are also monitoring the conflict, checking for any signs of inhuman treatment or war crimes taking place. But as everywhere else, they strive to maintain their neutrality.

Nefantar ruins

These ruins are an old legacy of the Nefantar reign over Ani. Abandoned during the Rebellion and looted for years afterwards, not much remains of the once proud Nefantar stronghold.

It is currently being used as a gathering place by the infamous Minmatar crime syndicate, the Maru Rebels.

The Carnival

At the height of Amarr Empire the Ani constellation was a busy place, bustling with activity. The Carnival was once the main trade hub between the Nefantars, the rest of Minmatar space and the Amarr Empire. After the Rebellion the Carnival quickly fell on hard times. While it has never been totally abandoned only thugs and black marketers remain.

The Hyperbole Nexus

Before the technology for employing crystals for faster-than-light communications was invented various other techniques were used to bolster celestial communications. Half a millennia ago the Amarrians discovered a space phenomenon, places in space that seemed to echo with other similar places elsewhere. They learnt to tap into these echoes, greatly boosting the strength of communication devices. Though these places are today largely neglected, there are some people that feel a connection them. The Hyperbole Nexus is one such a place.

Yet when the rebellion broke out he became a very important figure in the constellation, rallying the local forces to fight the surging rebels. The governor, Lord Basad, constructed a formidable space fortress orbiting Hjoramald XII, ancestral home of the Nefantars. The fortress soon became known as the Lord Bastion and held out for two months before finally succumbing to the rebels. Many Minmatars want this relic of Amarr domination torn to pieces, but the majority regards the bastion's ruins as a symbol of the Minmatar spirit and resolve.

Machine Head

When scientists first started serious research on anti-matter there was a public outcry over the supposed dangers this entailed. Thus, the first anti-matter laboratories were forced out into space. One such laboratory was constructed here in the Hjoramold system during the Amarr occupation, headed by the renown scientist Dr. Hydar Perdikan.

The laboratory was at the forefront of anti-matter research for decades, but was closed shortly before the Minmatar Rebellion. Dr. Perdikan refused to leave his lab though and lived there for the rest of his days. He started to dabble in cybernetics and implants and used many of his inventions on himself. He survived the rebellion and was left alone by the Minmatars, as he was considered harmless. Some called him Dr. Hermit, but he was better known as Machine Head. He has not been heard from in almost 50 years, his remains probably still lie in the ruins of his old lab.


Uriok

Culture Recess

The Amarrians poured lot of wealth into the Ani constellation to keep the Nefantars happy. While most of that wealth was burned in heady narcissism, some was used to try and build an independent infrastructure for the Nefantars. A few of these ventures turned out to be quite successful, but most were doomed to fail from the start. The Amarr-Minmatar Cultural Center, constructed on this site, was such a project. Intended to amalgamate the cultures of the two races, the project never really took off. It was quickly abandoned, to much mockery from the rest of the Minmatars. Culture Recess is one of the mock names given to the facility by the Minmatars.

Insurgent encampment

The Amarr Empire calls them rebels, in the eyes of most Minmatars they're freedom fighters. Yet the strange assortment of pilots that frequent the Uriok system can hardly be classified as either. Most are rebels without a cause, fighting for twisted honor or scraps of money, rather than freedom or other high ideals. Still, some few cling to what small vestige of insurgence that still exists. This is their camp.

Assassin's Overhang

Early in the Minmatar Rebellion, when the Amarrians and their Minmatar collaborators were still confident of succeeding in squashing it, the rebels managed to strike a massive blow to the Nefantars. Using a double-agent, they lured the military leader of the Nefantar tribe to this remote location and assassinated him. Even if the Empire managed to hunt down the assassins and kill them, the moral blow dealt that day reverberated throughout Minmatar space, spurring the freedom fighters on.

The site is little known today except to historians. In light of its past it's funny that shady Amarrian agents are using the location today to further the Empire's cause within Minmatar space.

Dream port

The Republic has colonized Inder VIII and is encouraging its citizens to settle here, offering free housing and substantial monetary aid. Despite the harsh environment and the difficulties of supplying the colonies due to lack of a space station in orbit, millions have already taken up that offer. Dream Port acts as the link to the planet until the time a space station can be constructed.

Rich Man's Run

The Sisters of EVE station nearby is one of the few former Nefantar space stations still remaining in the constellation. During the Amarr occupation their Nefantar collaborators used this station as a vault where they hoarded vast amounts of items looted throughout Minmatar space. This was a popular pit-stop for the freighter pilots ferrying the loot to the station, hence the name Rich Man's Run.

The Crystal Dust Compound

This is a secluded factory site operated by some Thukker tribe nomads. It is used to manufacture various illicit substances, most notable the brand new Crystal Dust neural boosters. The Thukker tribe have used the Ani constellation for several decades as a base for illegal operations and to hide themselves or valuable stash in. They're not too happy with the increasing Republic authority in the constellation, but are hoping that by laying low will keep them under the Republic's radar.

Of more immediate concern for the Thukker nomads here is the Angel cartel, which has earmarked the Ani constellation as an area ideal for organized crime. Even if the cartel and the Thukker tribe are nominally allies when it comes to dealing with the empires, the cartel is renown to tolerate no competition in those areas they consider their own.

Margin of Error

With the Republic's incursion into the constellation, the many criminals found there have been forced away from Republic areas and into more remote ones. The Margin of Error is one such a place where the criminal elements like to hang out these days.

The name of the place came about a few decades ago when it was the stage of a famous showdown between two Sebiestor hackers. The two rivals wanted to settle once and for all which was the more skilled. It ended in tragedy though, as a particularly strong neuro-strike created a violent backlash, frying the brains of the two contestants. One was killed instantly while the other suffered so severe brain damage that he was reduced to a vegetated state for the rest of his life.

The Asylum

Before the Minmatar rebellion, this facility, among others, served as a treatment center for mentally ill individuals. The Asylum was formally named Compulsions, Obsessions and Mania Asylum, or COMA in short. It used highly questionable methods to treat those suffering from mental illnesses. Notably the neuro-shock therapy coupled with a dream-induced state, doctors at the facility claimed they were able to ‘transfer the conscious to a new level'. In recent years, the facility has served as a refugee center. Conflict in nearby systems has increased lately and the Sisters of Eve have taken the role of aiding those in need.

Sanctum Psychosis

Long before the Rebellion, while the constellation was still home of the Nefantar tribe, the Lanngisi system was the main location for those with mental illnesses. Various institutions operated in the system, each preaching its own unique way of treating patients. In time, as the Amarrians had to deal with more and more Minmatar political radicals and dissidents, they started to send those they viewed as a threat to the social stability to Lanngisi for ‘treatment'. After the Rebellion the institutions were promptly closed. A decade ago the Sisters of EVE refurbished one of the old institutional stations as a local aid station for refugees.

Sanctum Psychosis was initially part spa, part mental hospital for those suffering serious psychosis and delusions. Later on, with all the seriously violent patients referred to the place, it become nothing more than a prison for those deemed too dangerous to be on the loose.

Nakugard

The Glass Edge

Nakugard is the entry system into the Ani constellation, ancestral home of the Nefantar tribe. The constellation enjoyed great prominence while the Minmatars suffered under the Amarrian yoke. The Glass Edge served once as a surveillance outpost for the Nefantars, but today it serves as a reminder of what the Nefantars stood for. The tribe used its privileged position to gather great wealth here, sometimes by force, but more often through guile and veiled threats. That is the glass edge, it may not be hard or obvious, but it will make you bleed all the same.

Reactor Factory

The Nefantar tribe channelled great amount of wealth exploited by the Amarrians into the Ani constellation. Though most of it was burnt to finance the extravagant hedonism of the Nefantar elite, some if it was actually put to good use. The reactor factory is an example of the latter, its construction was the first space-based industrial complex operated by the Minmatars and heralded the renewal of the space age in Minmatar space. In hindsight, this was the first stone in the path to the Minmatar Rebellion.

Amarr militarization of nearby Kenobanala has forced the Minmatar and their allies to hastily build up a defensive perimeter inside Audesder.

A political crisis has encouraged the Amarr to militarize the zone between Kenobanala and Audesder, along with their allies, the Khanid Kingdom, Ammatar Mandate and Caldari State.

Fort Kumar has been a bastion of Ammatar greatness ever since the Rebellion. It was erected shortly before the Minmatars rebelled against Amarr rule as a large mining outpost, but during the great conflict that ensued it was transformed into a military installation which stood firm against the large, albeit tired, rebel forces attempting to advance deeper into Amarr territory. This victory which some claim turned the tide of the war is largely credited to the massive kameira forces stationed in Kenobanala. The Amarr allowed the kameiras to become Ammatar citizens after the war, earning their freedom by their extraordinary bravery and loyalty to the Empire.

For many years Fort Kumar has stood largely empty, since the Ammatar government has not felt the need to maintain such an expensive military outpost in light of the calmer political situation. But all that changed with the 'Tyrion' incident. Now the Fort is again bustling with activity, filled to the brim with Amarr, Ammatar, Caldari and Khanid troops. Hastily erected personnel quarters litter the surrounding area around the outpost itself, due to insufficient accommodations. The men are tense beyond words, most of them have never been in an actual fleet battle, but that may soon change, as war seems almost inevitable.

Ammatar fleet:

The Amarrians allow the Ammatars to operate their own fleet, knowing that it will be employed against the Minmatars that otherwise would harass the Amarr Empire. The Ammatar Fleet is neither big nor sophisticated, but it's strong enough to keep the Minmatars at bay.

Ammatar consulate:

The Ammatars have a semi-sovereign state bound to the Amarrians. The Ammatar Consulate is the highest governmental office for the Ammatars and takes care of the general running of the Ammatar state. It is manned by Ammatars, but they all bow to the Ammatar governor, which is an Amarrian.

Nefantar Mining Association:

The Nefantar Miner Association is primarily a mining company, but with a strong militaristic overtone. This is because it operates mostly in the areas between Ammatar and Minmatar space. The area has many rich mineral zones, making it coveted by more or less everyone.
