I don't think that the portrayal of the Caldari as fascists or collectivists really works with all the PF we have. Rather, I see them as very "honorable", in the sense of keeping their word, honoring a contract, etc.


Japanese CEOs and politicians have a history of teary public resignations when things go wrong, and this is how I see Caldari culture.

However, go back seventy years and you'll see that essentially the same culture is capable of producing downright nasty behaviour.
