DED Charges (Pending Investigation):
    > Fraud
    > Tax Evasion
    > Embezzlement

(Official CONCORD records list "James Gheris" as the founding member and CEO of at least six small corporate entities. Several investigations into potential financial impropriety have sought to determine the nature and extend of Mr. Gheris' corporate holdings, but to date, all charges remain pending.)

Other Charges
    > Assault -- Republic Criminal Court, Hek (acquitted)
    > Drunk and Disorderly Conduct -- Republic Criminal Court, Rens (fined)

DED Threat Assessment: Low. No history of piracy. Likely to evade combat where possible.

Notable Employment: Pre-capsuleer affiliation with the Federation Navy confirmed. Aditionally, public records suggest a past affiliation with the Federal Intelligence Office, but official CONCORD inquires into the nature of this association remain largely unproductive. (see supplemental materials for files subpoenaed from Federal Intelligence Office)

A brief career in the Minmatar Republic Militia  has been noted, but deemed unremarkable in the context of this report.

Personality: Routine personality assessment suggests mild depression with a tendency towards nihilism. Generally docile and non-combative, shows a preference for avoiding confrontation, especially of a physical nature. Exceptions to this rule appear to stem from regular intoxication; several reports of 'Drunk and Disorderly Conduct' while onboard Republic orbital stations have entered public record in recent years. Alcohol dependence is likely but unconfirmed.

Physical Description: Above average in height and athletically built. Lacks any distinguishing marks such as scars or tattoos. Hair is short and black, usually shaved close to the scalp and possibly dyed. Hairline receding. Thin beard often present. No obvious facial modification. Clothing typically plain and nondescript while remaining in line with current capsuleer fashion trends.

[Supplemental Materials]

During the summer of YC113, as part of an ongoing investigation into potential financial wrongdoing, CONCORD filed a formal request to view all materials held by the Gallente Federal Intelligence Office pertaining to the pre-capsuleer activities of capsuleer: James Gheris. Included below are the heavily censored documents returned by FIO with no additional edits.

//FEDERAL INTELLIGENCE: CLASSIFIED TOP SECRET
Case report for Protected Person ID: 1197-112-23
filed by: Special Agent [NAME REDACTED], Federal Witness Protection Program.

[spoiler]
During our brief interview this morning, subject was dismissive and largely uncooperative, consistent with prior psychological assessment. Never in eight years have I encountered an individual with so little regard for his own well being, and, based on our conversation (find transcript attached), I recommend that suicide watch be extended into the foreseeable future.
I've organized a meeting with Doctor [NAME REDACTED] for later this week, and am prepared to proceed based on her further recommendations.

In the mean time, special agent [NAME REDACTED] has done a superb job organizing a cover identity for such a time when the subject is better prepared for reintegration. Were it not for the extreme expense, I would recommend more protected persons be reintegrated by way of the Federal capsuleer program; the laxness of CONCORD licensing policies alone has saved us innumerable man-hours.

//FEDERAL INTELLIGENCE: CLASSIFIED TOP SECRET
(selected excepts deemed suitable for limited release to CONCORD authority)
Autopsy report for: Henri Kiramochi

[spoiler]
Damage to head and mouth make traditional identification difficult; genetic testing required to reliably determine subject's identity (99.87% certainty).

[DATA EXPUNGED]

Perforating gunshot wound mouth/neck (primary): entry point at rear right side of oral vestibule with exit point at base of skull. Extensive damage to top and bottom molars on right side of mouth with tooth fragments embedded in soft tissue of neck. Injury sustained pre-mortem from small-caliber bullet. Likely self-inflicted. No metallic fragments recovered.

Perforating gunshot wound mouth/head (secondary): entry point in posterior soft pallet, approximately seven(7) inches from the top of the head. Wound track continues upwards and backwards through the head, terminating in a small exit wound at the crown of the skull, approximately one(1) inch left of mid-line. Injury sustained from small-caliber bullet, consistent with primary injury. Extremely likely wound was sustained post-mortem. No metallic fragments recovered.

Extensive burns present on lips, tongue, hard and soft pallet, and interior oral vestibule, consistent with high-temperature gas escaping from barrel of conventional firearm discharged at point-blank range.

[DATA EXPUNGED]

Internal organs: Heart is slightly enlarged, typical of dilated cardiomyopathy. Additionally, liver exhibits signs of cirrhosis, likely related to regular alcohol consumption. All other organs unremarkable.

Toxicology: Blood alcohol content of 2.1; high, but not life-threatening for individual of size and weight of deceased. Significant impairment expected. Levels of acetaldehyde elevated. Concentrations of ketone bodies above average, suggesting early-onset alcoholic ketoacidosis.

Remarkably, grey-matter shows lethal concentrations of [REDACTED]; extremely unusual for a civilian with no prior association with [REDACTED].

[DATA EXPUNGED]

Supposed cause of death: Rapid destruction of nervous system as a result of exposure to [REDACTED].
