Well, I could say keep the cat indoors, but I suspect that is no longer an option at this point.  An outdoor cat does not react well to becoming an indoor cat I have heard.  Up to you if bring the cat indoors and keeping him out of your neighbors hair is worth the trouble he probably will cause.  You might try training him to come indoors when you have to leave, but only you would know if that would work.

And yeah, he's just mooching off your neighbors becuase they let him.  Purely my guess here, since I don't know your neighbors, but they might not like your cat being in their house and want him gone, but they don't want to seem "mean" so that are pretending to be kind by reporting your cat as abused/whatever.  My 2 cents.
