Angels
The chron pretty much states that a very likely source for their technology is the scavenged technology from the First and the Second Jovian Empire. Guardian Angels have access to Serpentis breakthroughs as well.
Blood Raiders
In the COSMOS missions it becomes quite apparent that their technology is based on old Takhmahl technology, just like all invented technology in the Amarr Empire.
Guristas
It seems that the Chron about the faction mentions that The Rabbit (Korako Kosakami) is a technical wizard, which gives a half hearted attempt at giving the Guristas access to technology that is not accessible to the rest of the cluster.
Mordu's Legion
Direct quote from the chron: 'Members of the Legion get access to high-tech Caldari military equipment, even prototype weapons to test out, and are guaranteed plenty of employment if they so wish. '
So their technology comes from the Caldari Navy, hinting at the surprising information that the Caldari Navy itself has access to Commander level mods as well.
Sansha
Dictatorship with pure meritocracy based on intellectual achievement would encourage technological development, especially since the infrastructure was probably based upon the best that money could buy from all the Empires when the Nation was formed.
Serpentis
The corporation itself is a hi-tech R&D company. With the access to booster formulas you would probably have the top scientists so hopped up on brain boosters that the results that they generate would be quite astounding. It is mentioned that they work closely with Guardian Angels, giving them access to their breakthroughs and the trade of information most likely goes both ways.
Of course there is more information about the factions themselves within their missions, epic arcs and whatnot.
What interests me is the fact that I was under the belief that all pirate tech was traded from the Jovians. So it seems that all T1 tech is actually made by research while T2 and T3 are made from cannibalizing the technology of now extinct Empires (it could be argued that Angels and Blood Raiders get their T1 technology in the same way, but the difference is that the technology is better in the higher metas than T2 and has better fitting reqs across the board than T2.)
I gather that all tech bought for LP is T1 as well...
Just something that I had a fleeting interest in while pondering what to have for brekkies...

I thought Guristas were in opposition to the Cartel. According to the Worm description...
Korako 'The Rabbit' Kosakami, Gurista leader, has a particular love for stealing the Caldari's ship designs, souping them up, and turning them on their creators. With the Worm, he has taken the Merlin design so familiar to Caldari pilots and turned it into a defensive powerhouse with increased electronic warfare capabilities.
So I get the feeling Guristas steal from the Caldari, which fits, given their more standard affair pirate vibe.

I seem to recall reading something somewhere that mentioned technological trades between the Guristas and Sansha? At least, the Sansha giving the Guristas technology in exchange for something or other. I can't for the life of me remember where that was, though, so take it with a pinch of salt, etc.

pirate faction things will also be slightly different due to divergence in military and scientific thinking.
e.g. Amarr ship evolution will go along with Amarr Navy doctrine. Blood raider ships, while initially based on Amarr ship hulls, the difference in space combat doctrine will alter the design philosophies and so on.

You may be recalling the Live Events Arc where Veto exposed the Sansha<->Guristas dealings with Kyonoke.
It may be a symptom of a more technological relationship (looking at how the guristas so highly approve of the Sansha), explaining where one or the other got their stupid awesome shield systems perhaps.

it's funny, but someone, a very long time ago, once mentioned that all tech2 stuff we see public now...had a "darker" origin than just crielere.....it was an iteration out of the "named" mods created by the Pirate factions.

I'm inclined to think Tech 2 technology (all of which requires Morphite) is once again, Jovian based.
My memory is hazy but when the Rogue Jovian General was destroyed he dropped something unique in nature that CCP swapped out for a T2 BPO. This snowballed into them releasing the T2 item tree (other oldies will have to verify with me here).
Provided that regardless of what was dropped during that event, it would be safe to assume T2 innovations were master planned by the Jovians.

T2s, well... the original BPOs have different origins than the Invention based T2.
You need encryptors and wotsits from archeology sites of previous civilizations that you use in conjunction with datacores and mods vanilla or named.
To me its a pretty big pointer to the direction that T2 is nothing but reinventing the wheel through the technological understanding of your faction of choice...

The question is, is the difference between Invention T2 and Original T2 worth looking at from a story perspective? Or is it purely just a game design decision?

T2 BPOs originally came from the RP lottery - the more you had RP, the more tickets you had in the lottery with a chance to win a BPO from the research done.
Also, Mordu's Legion doesn't have the really good stuff, IIRC. Their implant set is the Electronical Warfare implant set. (Low grade Centurion set.) And apparently, faction ECM modules, according to a LP store database (ellatha.com).

CCP decided that this gave the recipients a bit too much of an advantage, and so swapped it out for a T2 Miner BPO (aka money-printing machine). This was the first T2 BPO in the game.

Imagine there aren't any mining barges, so tech 2 mining lasers on BSs are the most effecient way to mine. Imagine they sell for 5m ISK each.
Then imagine you have the only BPO.
Not one of CCP's most balanced decisions, but it was sort of a different time.
The T2 miner thing really pre-dated CCP's plans to release tech 2, though, I think. It might be worth noting that faction modules (Dark Blood, Dread Guristas, etc) only appeared after the events that led to the release of tech 2 on a wider scale. If anything, I think those and the Officer modules point to the pirate factions having a tech base that is at least advanced enough to improve substantially on existing, already quite advanced, designs.

Now, this pre-dates me, but:
The 'Nibelung' tech 5 mining laser This is the story about how TTI acquired one of the two tech 5 mining laser that ever came in the hands of a player. The stats of this laser were as follows:
'Nibelung' Particle Bore Stream V 30 Energy 20 32mW 1 133tf 22320m 148 ore units 5 60 sec Mining
It happened in the beginning of August 2003. The lead artist of CCP, Torfi Frans, went out in his 'newbie' Jove ship to show the newly modeled ship (and do some role-playing). To reward the player that he role-played with, named Saruu, he dropped the mining laser that he had on the ship into a can, and then messaged Saruu that he had left something outside and to undock immediately. Frans thought that this mining laser was not of much value, and that it was available as rare loot. Saruu was smart enough to realize that this mining laser was immensely valuable, and hence he contacted TTI. Ragnar gave him 50 mil for the laser, which at the time was a considerable sum. Following this a screenshot was published on the TTI website of the laser. Much uproar followed on the EVE-O forums, as this item never was intended to be given out to the players. In exchange for giving the tech 5 mining laser back to the devs, Ragnar were in exchange given a Mining Laser tech 2 BPO, which at that time were not out on the 'lottery'.
The dead rogue Jove dropped more T2 Mining Laser blueprints.
It is worth to note that the original plan, allegedly, has tech levels up to ten, so Tech5 would be mid-level items for someone who has done only art, not playing the game.

I imagine this is a big part of the reason why many (myself included) don't ever bother going out to Pure Blind to their NPC space to farm LPs and thus they are a very under-represented faction in RP (I also imagine the deeply entrenched NC power-bloc may have something to do with it). If I had the time, funds, and felt some ECM boost would be worth it, I'd actually bother to do so myself. The final reason is, of course, that respectable mercenaries draw much less RP crowd than cut-throat villains and factional zealots :9.
