On June 14th (http://community.eveonline.com/news/news-channels/world-news/breaking-news-tibus-heth-denounced-by-cep-to-be-ousted-as-kk-ceo/) two years ago, Heth was ousted as State Executor.
So... this would be late.
Still, would anyone be interested in an a small event to celebrate this?

Ability to attend? Well...unless you can think of some way a Federation loyalist in the militia could attend without appearing to be an insensitive prick with no understanding of national identity, nope.

Is it really a celebration of him if the thing were more like King Olaf's Festival in Solitude, with a really really condescending poem and an effigy-burning?

Yeah, see... CCP never actually outright confirmed he's a dead man IC. He's just presumed dead...
... And we all know how trustworthy CCP is. :P
