Hilen Tukoss is directly implicated in the events of the Apocrypha expansion. He was the contact the good Professor lady had inside Zainou before she got Sleeper-ized in w-space. The vision of Hilen was the last one she had in the chronicle.

I actually got poked by someone a few months ago about the whole Hilen angle. I ran a locator agent to Otosela personally, as well, because of this, and his character is definitely in-game.

There are a lot of event actors besides the Sansha ones active in game, both responding to and initiating contact with player-characters from a variety of factions/ groups.

Ones that have contacted, and stop contacting, people at various points in time.

I figure the two CCP dudes can't bother to check their evemails all that often. And besides that, the ones that are involved with the Sansha incursions don't reply at all.

I keep hearing of these people, but have yet to actually encounter any. I guess the Caldari Border Zone isn't a good area to bump into them?
