Wait, aren't we all bounty hunters? Especially NPCers out in 0.0?

If you meant player bounty hunting, I think something like that would be possible now if presented adequately. The current bounty system itself is a bit of a joke, though.

We are all bounty hunters regarding regular NPC pirate factions, even against empire ones when siding with their enemy.

But never could a cliche phrase be more apt to say: "it takes a capsuleer to kill a capsuleer". So send BH capsuleers against Pirate Capsuleers.

That simple.
