The power of the empires is waning and new capsuleers now seek freedom from the schools that trained them. Rather than going through the proper channels more and more are choosing to use illegal pop-up cloning facilities that will provide them with their first body in space, then disappear before the authorities catch wind of their nefarious activities. These facilities lack the protection afforded to legitimate facilities and are often targeted by young pirates with something to prove.
Structures include
Biomass Rendering Facility
Makeshift Clone Transfer Array
Biochemical Refinery Complex
Cloning Facility Scientist Quarters
Cloning Facility Staff Quarters
NPCs include
Clonejacker Punk
This young pirate is looking to make a name as a clonejacker, raiding illegal clone labs for biomass to be sold on the black market. Such an inexperienced criminal is unlikely to pick a fight with a capsuleer unless provoked.
Narco Pusher
This criminal is a low level pusher for narcotics gangs operating in the area. These drug pushers sell their illegal wares to miners and others working in dangerous space industries. These criminals avoid trouble unless provoked.
Belter Hoodlum
This low level criminal is likely a former asteroid miner turned to preying on his former colleagues. Many crime gangs recruit from the lowest paid among those who work in space as a means of gaining new pilots. Such an inexperienced criminal is unlikely to pick a fight with a capsuleer unless provoked.

It's one of the new things, in new player systems. There's going to be more, according to the recent dev blog about new player experience

Fun fact: you can farm civilian modules -and- blueprints for civilian modules from these sites.
Which is not a terrible way to make a bit of ISK early on for new players - civvie ABs in particular go for between 400 and 500k on the market.

Just out of curiosity, as Ché is a biomass trader...(but would of course never farm these sites)...do any of the structures contain biomass?

Is there any word yet on access to these systems/missions? Could a more experienced player come in to "farm" and help newer players?

Played Singularity to check out the new NPE only to find that it isn't implemented yet. However, I did get dropped right inside the complex. No biomass. Lots of civvie modules though.

I know this is the long term goal for CCP, it makes sense capsuleers want to be free from empire/concord control, but it makes me sad.
