Looks like a Mach with extra bobbles to me. 
Yeah, looks like someone grabbed the Angel BS model and just added more bits to it. I saw a few good entries done by the EVE-Online DA group guys, I envy their skillz.

On a side-note, the Angel ships are about the most ugly ships i know in-game. Anyone who disses the Rax' as a phallic symbol need to have a look at th Mackhariel and stuff it.
The problem with 'phallic' symbols I think has more to do with people thinking with thier organs and not the designers intentionally messing up - when I first saw the Rax ingame I though 'now that's a cruiser' based on design and form, even the placement of the guns. Then some asshole had to go tell me his worthless oppinion.
PS: The Phobos is RED. Not pink.
I'd draw a new Federation cruiser or two if I had any drawing skills whatsoever, and a decent program for it.
And a couple Amarr ones.
